Highlight! The Reclaimed Water Plant—BEWG Was Praised by the Research Group of the Chinese People’s Political Consultative Conference (CPPCC) 2021-05-18

On May 18, Zhang Baoshun, member of the Standing Committee of CPPCC and deputy director of the Committee of Population, Resources and Environment, and E Jingping, deputy director of the Committee of Population, Resources and Environment of CPPCC, led the special research group of “promoting quality and efficiency improvement of sewage treatment in villages and towns ” of the CPPCC to conduct investigations at the South Bank Reclaimed Water Plant of BEWG in Yibin City.  
 
Ou Qingping, deputy resident director of the Committee of Population, Resources and Environment of CPPCC, Huang Yan, member of the national committee of CPPCC, deputy minister of the Ministry of Housing and Urban-Rural Development of the People’s Republic of China, Yang Shubing, member of the Committee of Population, Resources and Environment of CPPCC, et al. participated in the research. Du Heping, vice chairman of Sichuan Provincial People’s Political Consultative Conference, Peng Shumin, deputy secretary-general of Sichuan Provincial People’s Political Consultative Conference, Xie Jie, deputy secretary of the Leading Party Members’ Group and chairman of the Yibin CPPCC, Zhao Haoyu, member of Standing Committee of CPC Yibin Municipal Party Committee and executive vice mayor, et al. accompanied the research.
 
The research group listened carefully to the introduction on equipment production and operation, process flow and standards of the effluents of Yibin Beijing Enterprises Water Limited, had a detailed understanding of sewage collection rate, treatment rate, pipe network layout and other issues, and focused on in-depth exchanges on such issues as the utilization of wastewater from water plants and the recycling of sludge, etc. The project leader showed the comparison of water quality before and after sewage treatment to the research team, and the remarkable sewage treatment effect has been unanimously recognized by the research team.     
 
During the investigation, Zhang Baoshun affirmed the effectiveness of the South Bank Reclaimed Water Plant in the production process and the utilization of sewage and sludge, and pointed out that the South Bank Reclaimed Water Plant is an important barrier to protect the mother river of the Chinese nation, which can be described as “an arduous task, heavy responsibility, and glorious mission”. It is important that BEWG conscientiously implement the important thought of ecological civilization construction of General Secretary Xi Jinping, firmly establish the concept of green development, strictly promote the sewage treatment work, and guard the important checkpoints for the protection of the Yangtze River.
 
To protect the Yangtze River, we need to solve both the “pearl (urban water system)” problem and the “necklace (Yangtze River Basin)” problem. BEWG has been actively practicing the protection of the Yangtze River, and deploying and participating in a number of key projects of water affairs and water environment along the Yangtze River. To jointly promote the implementation of the Yangtze River protection strategy, BEWG always adheres to the strategic positioning of ecological priority and green development, keep solidarity with the green development of the Yangtze River, and carry out in-depth cooperation with many leading companies in the industry to jointly explore and restore the ecological environment of the Yangtze River Basin, and build new roads, new models and new mechanisms for the Golden Economic Belt in the Yangtze River Basin.
 
The Yibin South Bank Reclaimed Water Plant Project of BEWG is the first reclaimed water plant in Yibin City, with a designed processing scale of 100,000 tons/day, which is implemented in two phases and serves about 400,000 people in the Yibin South Bank area and parts of the old city.   
 
The first phase of the project has a scale of 50,000 tons/day, and was completed and put into operation in May 2007. To better serve the people and protect the “water”, in 2019, the Phase II South Bank Reclaimed Water expansion and bidding project of 50,000 tons/day was started, which was subject to semi-geographical construction, and the main process is “five-stage Bardenpho + magnetic coagulation filter sedimentation tank + denitrification filter”. Meanwhile, the Phase I effluent was connected to the Phase II advanced treatment section, the effluent of the project is subject to the “Water Pollutant Discharge Standard for Minjiang and Tuojiang River Basins in Sichuan Province (DB51/2311-2016)” to reach the Quasi-IV Surface Water Standard.
 
Regardless of the tests of the epidemic and floods, BEWG guaranteed the quality and seized the construction period, and the Phase II project was completed and put into use in May this year.  The effluent of the project is used for the ecological replenishment of Phoenix Creek, urban road flushing, green irrigation and other municipal purposes, greatly improving the quality of residents’ living environment, which not only lays a solid foundation for Yibin to build the first ecological city on the Yangtze River, but also contributes to the protection and improvement of the upstream ecosystem of the Yangtze River.  

The arrival of the CPPCC Special Research Group is not only a “pulse-checking diagnosis” on the implementation of the main goals of improving the quality and efficiency of current sewage treatment, but also is an encouragement for BEWG to devote to the construction of ecological environment. Standing at the historical intersection of the “Two Centenary Goals”, BEWG will fully implement the concept of green development, always adhere to the “customer-oriented” approach, root in the city, give full play to the advantages of enterprise technology and operation management, solidly promote the quality and efficiency improvement of sewage treatment in villages and towns, serve the government and the people’s livelihood, promote the improvement of the local ecological environment and the coordinated development of the economy, continue to enhance the people’s sense of gain and happiness, and strive unremittingly to build a new pattern of harmonious coexistence between man and nature.
