In 2018, BEWG continued to implement in depth the national strategies of ecological civilization construction and green development and put its deployment focus on areas related to the Beijing-Tianjin-Hebei Coordinated Development, the Yangtze River Economic Belt, the Guangdong-Hong Kong-Macao Greater Bay Area, and the Belt and Road to fulfill its economic and social responsibilities as an enterprise.

Beijing-Tianjin-Hebei Coordinated DevelopmentQinhuangdao Municipal Sewage Sludge Treatment PPP Project—the Biggest PPP Project for Existing Drainage Facilities in China

In March 2018, BEWG and Qinhuangdao City formally signed the Qinhuangdao Municipal Sewage Sludge Treatment PPP Project, currently the largest PPP investment in existing drainage facility assets. Its implementation will effectively revitalize Qinhuangdao's infrastructure construction, provide vital assistance for the regional economic and social development, and improve the supply service efficiency and level of municipal facilities. The project will be of typical exemplary significance nationwide.

This PPP project involves four dimensions, namely, sewage treatment, water system improvement, river course improvement, and mountain park construction, to offer full-cycle systematic water quality guarantee, high-standard green architectural design, and more livable ecological environment.

Contributing to the Guangdong-Hong Kong-Macao Greater Bay Area ConstructionShaping River Phase II Comprehensive Improvement Project

In 2018, BEWG started the construction of the Shaping River Phase II Project for the mother river of Heshan, Guangdong Province and contributed to the realization of management and control concepts with advanced demonstration effects such as “integration of factory network, integration of water supply and drainage, integration of urban and rural water supplies, integration of water affairs and water environment, application of intelligent technologies in the water industry chain, and implementation of regular environmental protection education” through a series of measures.

Acting on the Belt and Road Initiative to Promote the Ecological Revival of the Silk RoadCooperating with Portugal to participate in the building of LIS-Water

Actively participating in the Belt and Road construction, BEWG took the lead among Chinese water enterprises to develop the Portuguese market. In December 2018, following the suggestion and promotion of Portugal's Ministry of Energy and Ministry of Foreign Affairs, BEWG signed a memorandum of strategic cooperation with Lisbon International Center for Water and Portugal's National Laboratory for Civil Engineering to jointly build LIS-Water, an international training organization focusing on the future development of the water sector. By disseminating cutting-edge professional knowledge and deepening exchanges and cooperation of the water sector between China and Portugal, between Asia and Europe, and across the world, this organization will make its contribution to the Belt and Road Initiative.

Fuzhou Gulou-Taijiang Comprehensive Water System Improvement Project Listed Among the Fourth Batch of PPP Demonstration Projects of the Ministry of Finance

Since the launch of Fuzhou Gulou-Taijiang Comprehensive Water System Improvement Project in 2017, BEWG’s project team has effectively treated 10 black and odorous water bodies in the area through more than two years of concerted efforts, helping Fuzhou to create a water-loving environment with “clean water, green shores, beautiful waterscape, and harmony between human and water”. Besides construction, the group pays equal attention to the management, establishing the enterprise river-chief system to enhance the comprehensive effects of water body improvement and encouraging the society to participate in the construction and share the achievements, so as to make the built river courses healthier and more beautiful.

Improving South Australia’s Capacity to Fight Drought through an Australian Seawater Desalination Plant

In April 2018, BEWG formally completed its acquisition of Adelaide Seawater Desalination Plant. This plant can provide continuous supply of 100 billion liters of water every year for South Australians, equivalent to half of Adelaide's water consumption, greatly improving South Australia's capability to cope with drought. The application of innovative technologies such as pretreatment before UF and innovative RO membrane technology can not only make the plant one of the largest seawater desalination plants in Australia with the lowest operating costs but also meet the requirements of environmental sustainability.

While continuously innovating and transforming itself as the country has started a new era of ecological civilization construction in an all-round way, BEWG is also actively promoting the integration of industrial resources and of the industry. Huai’an Water Survey and Design Institute’s Ecosystem Building through “Four Circles in One Heart”

Breaking the traditional conservative thinking through the building of a “survey and design ecosystem”, Huai’an Water Survey and Design Institute has signed cooperation framework agreements with 6 enterprises, institutions and colleges. Based on the characteristics of the enterprise and the new demands of comprehensive water environment improvement projects on survey and design, the Institute has drawn up a development plan. The “ecosystem” strives to build the “seven functional modules” of traditional water conservancy, municipal water affairs, garden and landscape, water environment improvement, project management, survey and mapping, and general project contracting through cooperation of the Institute with four types of organizations in one heart, namely, colleges (universities), other institutes (companies), regions (five major regions), and enterprises (those in the industrial chain), so as to promote the common development of all parties in the environmental protection industry.

Seizing the Opportunity of the Yangtze River Protection to Carry out Strategic Cooperation with Three Gorges Corporation

In September 2018, BEWG and China Three Gorges Corporation signed the Strategic Cooperation Framework Agreement on the Yangtze River Protection to cooperate mainly in the Yangtze River Protection. Taking the urban sewage treatment as the pilot field, the Three Gorges Corporation has established the Yangtze River Ecology and Environmental Protection Industry Alliance and set up the China Yangtze River Green Development Investment Fund. BEWG participated in the establishment of the Alliance as its core member unit and will further promote the cooperation between the two sides in solid waste treatment and other fields to create a model for the cooperative development of urban infrastructure. The two sides will give full play to their respective advantages and seek common development to create a new mode of all-round cooperation and joint development between central state-owned enterprise and local enterprise.

BEWG follows its strategic orientation to build a technology system and formulate a technology blueprint. It also actively conducts industry-university-institute cooperation and promotes the application of intelligent technologies in multiple business segments.

In 2018, the group applied for 12 patents (including 7 national invention patents), 1 software copyright and 2 trademarks (1 word and 1 graphic), of which 4 patents and 1 software copyright were granted. At the same time, the group participated in the preparation and revision of 6 national, industrial and local standards, including the Clean Projection Evaluation Index System for the Sewage Treatment and Reclamation Industry.

BEWG Officially Launching the AQENT™ Water Reclamation Technology Brand

On November 16, 2018, the group officially launched the AQENT™ water reclamation technology brand, aiming at enabling efficient development and recycling of water resources and providing clients with full-life-cycle professional services from investment and financing to design, construction, and operation.

The AQENT™ adopts independently developed core technology. According to 189 tests, its product water quality is far better than the drinking water standard requirements of WHO, US EPA and China and can meet most requirements of industrial production. At present, the concept of AQENT™ technology brand has been successfully implemented in Singapore Changi II Water Reclamation Project, which has been highly recognized by the Singapore government.

Taking the lead to establish China Eco-environment Industry and Education Alliance

November 2018 saw the launch of China Eco-environmental Industry and Education Alliance (“Alliance”), a national organization of the environment industry initiated by BEWG and Hebei University of Environmental Engineering (formerly Environmental Management College of China) in association with similar universities, industrial associations, enterprises, public institutions, and social organizations. Based on its specialty and the industry, the Alliance will exert the combination effect and scale effect in personnel training, teaching and scientific research, practical training, skill appraisal, project research and development, information consultation, technical service etc. to establish and improve the comprehensive strength of the environmental industry and the higher education. On the basis of bridging the government, universities and environmental enterprises, the Alliance has established a platform for exchange, connectivity and resource sharing at home and abroad to meet the needs of environmental industry for high-quality professional talent and continuously promote the development of the environmental industry.
