Tough Mission Accomplished through Concentrated Efforts: BEWG spared no effort on water environment construction project for Beijing Subsidiary Administrative Center 2017-03-03
On March 3, 2017, the Operation Mobilization Meeting on thorough implementation of the spirit of important speech delivered by President Xi Jinping in an inspection tour at Beijing and Concentration on speeding up water environment construction for Beijing Subsidiary Administrative Center was held in Tongzhou. Mr. Jin Shudong, director of Beijing Water Affairs Bureau, Mr. Zhang Libing, mayor of Tongzhou District Government, Mr. Dong Xu, director of Municipal Government Supervision Office, Mr. Pan Anjun, vice-director of Beijing Water Affairs Bureau, Mr. Zhang Shiqing, vice-director of Beijing Water Affairs Bureau, and Mr. Wang Yanshi, deputy chief executive of Tongzhou District Government, as well as heads of relevant government departments and enterprise representatives, attended the meeting.
Mr. Li Li, executive director and chief operating officer (CEO) of BEWG, also attended the meeting, and gave a detailed report to the leaders participated in the meeting on the progress and future work plan regarding investment, construction and operation of water environment treatment PPP project for Tongzhou, Beijing Subsidiary Administrative Center undertaken by BEWG and the Consortium, expressed our full determination and confidence in accomplishment of water environment treatment construction and in fulfillment of high standard and high level construction requirements for Subsidiary Administrative Center.
In the end of September of 2016, after BEWG and the Consortium became the successful tender of water environment treatment PPP project for Tongzhou, Beijing Subsidiary Administrative Center (covering four project packages: northern part of city, area of two rivers, western part of the River, North Canal ecological belt.), BEWG immediately knew it is a millennium project and a super project, and understood the importance of the project and the corresponding great responsibility. The construction of Beijing Subsidiary Administrative Center is a strategic decision made by the Central Government, and a significant measure for building of world's first class harmonious and livable city, further implementation of the function orientation of the capital city, and synergetic development of Beijing, Tianjin municipalities and Hebei Province. The leaders of BEWG have attached great importance to the implementation of this project, actively speeded up the project, and spared no effort to collaborate with Beijing Municipal Government for accomplishment of water environment treatment task for the Subsidiary Administrative Center with a high degree of social responsibility as a municipal state-owned enterprise.
The first is to strengthen the organizational guarantee. The signing of contracts for the PPP projects for four areas has been completed, and the registration of four project companies has basically been finished. BEWG has established three levels of organizational guarantee systems, covering decision-making system, supporting system and implementation system. The synergetic work mechanism among multiple departments in different fields is running well.
The second is the progressive progress on planning and designing. We have established a powerful technical team, based on cooperation with 14 the first class design teams worldwide and over 20 well-known experts. The existing achievements have been fully considered. The design plans for some key projects have been basically formed.
The third is to speed up going through formalities and construction preparation. Various infrastructure formalities are ongoing. In terms of construction preparation, the tender for some projects has been initiated. The previous construction preparation for Tonghui River Comprehensive Treatment Project (Stage 2) and Xiaotaihou Canal Comprehensive Treatment Project have been completed.
The fourth is the fruitful financing work. The investment from joint venture partners has been basically done.
For future work, BEWG will do a good job in the following three aspects with focus on governmental requirements and key project nodes.
Firstly, BEWG will perform the state-owned enterprise responsibilities. BEWG will inherit the spirit of responsibility and mission from Beijing Enterprises Group for construction of Yanqi Lake Capital Guest House and spare no effort to build the Water Environment Project for Beijing Subsidiary Administrative Center as the new business cards for both BEWG and Beijing.
Secondly, BEWG will coordinate multiple resources. Based on the advantages of unblocked capital financing channel, excellent professional qualification, industry leading technical research and development capability, BEWG will collaborate with joint venture partners like Beijing Construction Engineering Group, Beijing Uni-Construction Group, Orient Landscape, and invite the most excellent design, construction and supervision parties to participate in this project.
Thirdly, BEWG will speed up the project implementation. We will carry out the key nodes control on planning and design, previous formalities, tender work and capital investment, and will guarantee the project progress through ensuring each stage scheduling.
Facing the challenge, BEWG, as a capital enterprise, will grab this historical opportunity of Beijing Subsidiary Administrative Center, actively undertake the main obligations of water environment investment, construction and operation in Tongzhou, strive to become a backbone enterprise trusted by the government, and make the historical contribution to the construction of Beijing Subsidiary Administrative Center.
