The Pollution around the Masses can be Solved in Such a Way! 2019-04-03

The black and odorous water bodies in the city are called “pollution around the masses”, which is one of the environmental problems that the public has strongly reflected. How to solve this problem and respond to the concerns of the masses? Recently, sponsored by Fuzhou Urban and Rural Construction Bureau, the “Water Supply and Drainage” magazine and other units, the “2019 Urban Black and Odorous Water Remediation and River Basin Water Environment Treatment Technology Seminar and Field Observation Meeting” has explored from multiple levels of theory and practice. This meeting focused on the technical routes, practical strategies, excellent cases and management experience of urban black and odorous water body remediation. More than 700 leaders, experts, and scholars from the owner units, design and engineering general contracting companies, environmental protection companies, equipment suppliers, research institutes, etc. across China attended the meeting to discuss the water control strategies.  

Yang Guang, Senior Vice President of BEWG, and Hang Shijun, Chief Consultant Engineer and Director of the Technical Committee, were invited to attend the meeting. At the meeting, Yang Guang shared with the theme of “Treatment and Operation of Urban Black and Odorous Water Bodies under PPP Mode”. He further analyzed the treatment and operation of urban black and odorous water bodies under the PPP model by taking the PPP project of comprehensive treatment of the water system in the Gutai Central District of Fuzhou City undertaken by BEWG as an example.

The project is a new exploration of the urban water environment governance of the southern river network and a new practice of Fuzhou’s water governance model, and Yang Guang summarized the three characteristics of the project: high complexity, time urgency and dynamic variability. He said that BEWG has always been problem-oriented and goal-oriented during the progress of the project. Combined with the remarkable results and successful experience of the project, Yang Guang proposed the overall life-cycle guarantee for the realization of operational performance on how to effectively control the investment risks and alleviate the “anxiety” of all participants. The full life circle covers five stages of “investment, financing, technology, construction, and operation”, and he specifically pointed out that the completion of construction is only the first step, and “three construction, seven management” is needed based on the integration of construction and operation, and attention should be paid to the further improvement of the operation stage. Especially, it needs to achieve the operation and maintenance of the whole river basin with the integration of factory, network and river, full-situation operation and maintenance of smart dispatching in dry and rainy seasons, as well as the operation and maintenance of environmental protection education in the whole society. Facing the continuous changes and adjustments of government needs, service contents, various costs, natural conditions, etc., as well as people’s yearning for a better life, Yang Guang proposed to establish a reasonable cost accounting and dynamic price adjustment mechanism between the government and enterprises based on the actual results, and adopt an active-intervention and full life cycle “standard upgrading and transformation” operation and maintenance model to achieve continuous improvement and long-term guarantee of water environment governance and achieve a win-win situation for government, enterprises, and the environment!  

On the afternoon of March 29, the representatives present at the meeting visited the site of Luzhuang River, Sanjie River and Chating River for the PPP project of comprehensive water management in the Gutai Central District of Fuzhou City. The black and odorous water body in the past has now become a “eye-catching river” with smooth rivers, clear waters, green banks and beautiful scenery, and the huge contrast and remarkable results have been highly recognized and unanimously praised by the representatives.  

The PPP project for comprehensive water management in the Gutai Central District of Fuzhou City is located within the administrative divisions of Gulou and Taijiang in Fuzhou, covering all 28 inland rivers in Gulou District and Taijiang District, as well as Zuohai and West Lake, 10 of which are heavily black and odorous water bodies. The total length of the river is about 47.8km, and the catchment area is about 60km². The construction items of the project include water system renovation, sewage interception & collection (including supporting pipelines), ecological restoration, water system connection and landscape engineering, smart information monitoring system and other supporting facilities, etc. Most of them are located in the old city, with complex surrounding environment, wide scope of governance, heavy rectification tasks, and the difficulty ranks first among the seven project packages in Fuzhou.  

The construction was started in April 2017, and after just 250 days, the goal of eliminating black and odorous water bodies was achieved by the end of 2017. As the first company in Fuzhou to eliminate the effect of “black and odorous water bodies”, BEWG has set an example for the entire water system governance PPP project in Fuzhou. In January 2018, the project passed the special supervision of the Ministry of Housing and Urban-Rural Development, and in May and October 2018, it passed the special supervision and “follow-up re-examinations” of the Central Environmental Supervision Team. Through a series of efforts, the construction results have won the high recognition of the Fuzhou Municipal Government, successively received multiple letters of praise, and meanwhile, the public satisfaction has been greatly improved.
