At about 14:48 p.m. on March 21, an explosion occurred in Jiangsu Tian Jia Yi Chemical Co., Ltd. in Chenjiagang Chemical Park, Xiangshui County, Yancheng City, Jiangsu Province; after the accident occurred, President Xi Jinping and Premier Li Keqiang gave instructions successively and require Jiangsu Province and relevant departments to make all-out efforts to rescue and strengthen monitoring and early warning to prevent and control environmental pollution......all receiving the instructions, all parties rushed to help.
Xiangshui Chenjiagang Water Treatment Co., Ltd., which is only 3 kilometers away from the explosion point, belongs to the Jiangsu and Anhui Business area of the Eastern Region of BEWG and is mainly responsible for the collection and treatment of the wastewater discharged by enterprises in the Chenjiagang Ecological Chemical Park. Its off-site lift pump station is close to the core area of the explosion accident, it is separated by a wall from Jiangsu Tian Jia Yi Chemical Co., Ltd., with a direct distance from the core area of the accident of only about 100 meters.
After the accident occurred, BEWG attached great importance and immediately launched an emergency plan; the Quality and Safety Center, the Operation Management Center, and the Eastern Region of the Group organized more than 50 people to participate in the “battle”, and Xiangshui Chenjiagang Water Treatment Co., Ltd. even rushed to the front line, actively cooperated with the emergency treatment of polluted water bodies by the Ministry of Ecological Environment, and fully implemented the emergency response plan to ensure that no drop of wastewater that has not been treated and unqualified is discharged into the external environment.

The explosion caused the diffusion of a large number of hazardous chemicals. People all over China are concerned about whether the water and air at the scene and the surrounding area are safe. According to the staff of the Emergency Center of the Ministry of Ecological Environment, the top priority of this environmental emergency treatment is to deal with the wastewater generated by the explosion. After the on-site inspection and evaluation by the expert group of the Ministry of Ecological Environment, at 10 p.m. on March 23, Xiangshui Chenjiagang Water Treatment Co., Ltd. received a notice from the government and the emergency expert group to cooperate in the implementation of accepting the polluted river water and emergency treatment matters.
In fact, to complete this glorious mission and resume production as soon as possible, there are many things that need to be promoted. Xiangshui Chenjiagang Water Treatment Co., Ltd. must first complete the “self-repair” in the shortest time——Zhai Qing, Deputy Minister of the Ministry of Ecological Environment, Vice Governor Fei Gaoyun, Song Yonghui, Vice President of the Chinese Research Academy of Environmental Sciences, Cui Yibin, Deputy Director of the Water Center of Nanjing Institute of Environmental Sciences. MEE, and Professor Zhao Jinsong of Tsinghua University and other expert groups came to Xiangshui Chenjiagang Water Treatment Co., Ltd. and mainly checked the plant treatment pool, power distribution room, fan room, ferrous sulfide dosing room, laboratory, etc., and found that affected by the accident, all the glass of the factory building was broken, many entrances and exits were deformed by impact, and the building was in a mess.
Zhai Qing, Deputy Minister of the Ministry of Ecological Environment, et al. asked Xiangshui Chenjiagang Water Treatment Co., Ltd. to overcome difficulties, repair facilities and equipment as soon as possible, and resume operation as early as possible to play a major role in implementing the emergency treatment plan for polluted water bodies determined on March 24. Cui Jie, Deputy General Manager of the Eastern Region and General Manager of the Jiangsu and Anhui business regions, said immediately that Xiangshui Chenjiagang Water Treatment Co., Ltd. will definitely respond to the government’s call regardless of the difficulties and actively cooperate with the implementation of the government’s emergency response plan.
Subsequently, the emergency response team of the Eastern Region urgently mobilized 8 professional and technical personnel from the surrounding project companies of Funing, Lianhua, and Suining to participate in the production resumption preparations. They cleaned up the damaged Chenjiagang Wastewater Treatment Plant, and carried out the inspection, repair and maintenance of the facilities and equipment. From 10:00 a.m. to 16:00 p.m., it only took 6 hours to complete the factory cleaning and equipment maintenance, eliminating potential safety hazards for production and operation.
At about 16:00 p.m. on March 25, Zhai Qing, Deputy Minister of the Ministry of Ecological Environment came to Xiangshui Chenjiagang Water Treatment Co., Ltd. for the third time to re-examine the preparations for resuming emergency production of the company. Seeing the successful completion of site cleaning and equipment maintenance, Zhai Qing was satisfied with the execution and work results of BEWG, and instructed relevant departments on the spot to give praise to BEWG.
At around 23:00 that night, the inspections of the biochemical system, Fenton system, and activated carbon absorption system in the plants of Xiangshui Chenjiagang Water Treatment Co., Ltd. were completed, the aeration system, Fenton tower reflux system and activated carbon mixing system were successfully opened, and the basic work of post-disaster sewage treatment was completed.
Accumulative treatment of nearly 20,000 tons of polluted water, the emergency response “iron triangle” of BEWG can fight tough battles
According to the real-time information released by the Ministry of Ecological Environment, the work group divided the wastewater into four types of polluted water bodies for treatment, that is, plant water, explosion pit wastewater, lightly polluted river water and heavily polluted river water, and the four types of polluted water are pre-treated according to the plan of the expert group, and then discharged after qualified treatment by Xiangshui Chenjiagang Water Treatment Co., Ltd. At present, Xiangshui Chenjiagang Water Treatment Co., Ltd. is mainly responsible for the treatment of the heavily polluted water from Xinfeng River.
The Xinfeng River was heavily polluted after the explosion. On the 29th, the aniline, ammonia nitrogen, dichloromethane and COD in the gate exceeded the standards by 98.4 times, 90.5 times, 19 times and 7.9 times, respectively. After several rounds of discussions and consultations with the emergency response team, it was determined that the heavily polluted water from Xinfeng River was transported to Jurong Chemical through the pipelines for pre-treatment and then sent to Xiangshui Chenjiagang Water Treatment Co., Ltd. for treatment.
After fully resuming production, the Operation Management Center, the Quality and Safety Center, and the Eastern Region (including Xiangshui Chenjiagang Water Treatment Co., Ltd. under its jurisdiction) of the Group formed an emergency response “iron triangle” to respond calmly, and cooperate with the emergency response work in a scientific, quick and orderly manner.
On the evening of March 26, engineering connectivity was achieved between Xiangshui Chenjiagang Water Treatment Co., Ltd. and Jurong Chemical Sewage Treatment Plant, which are separated by a wall.
On March 27, a joint technical team composed of the Chinese Research Academy of Environmental Sciences, the South China Institute of Environmental Sciences. MEE, the Nanjing Institute of Environmental Sciences. MEE, the Research Institute for Environmental Innovation (Suzhou) Tsinghua, and BEWG, renovated and optimized the process flow of Xiangshui Chenjiagang Water Treatment Co., Ltd. based on the characteristics of high ammonia nitrogen and high aniline in wastewater, solved the problems of insufficient removal of toxic substances before biological treatment in sewage treatment plants and failure of the process parameters of the biological treatment units to meet the requirements for high-concentration ammonia nitrogen treatment, and provided feasible technical solutions for sewage treatment of Xinfeng River.
On the evening of March 28, the connecting pipelines between Xinfeng River and Jurong Chemical Sewage Treatment Plant’s emergency pool were laid, and the sewage treatment plan was initially determined.
At around 10 p.m. on March 29, the sewage plant of Xiangshui Chenjiagang Water Treatment Co., Ltd. began to accept the polluted water from Xinfeng River, which is another important node after the wastewater generated by the explosion in the core area that day was basically pumped out and sent to the temporary storage pool, marking the transition from the environmental emergency stage to the pollution control stage with respect to the disposal of the Xiangshui County “3.21” particularly serious explosion accident that lasted for nine days and nine nights.
In addition, to ensure that the water quality is absolutely safe and meets the discharge standards, the emergency work group has set up emergency monitoring devices in Xinmin River and Xiangshui Chenjiagang Water Treatment Co., Ltd.
As of the evening of April 2, Xiangshui Chenjiagang Water Treatment Co., Ltd. has completed emergency treatment of 19,900 tons of polluted water.
The government departments have showed recognition during repeated inspections, and the Ministry of Ecological Environment praised BEWG by making a phone call
In the process of emergency response work, leaders at all levels of ministries, commissions and provincial committees attached great importance. Li Ganjie, Minister of the Ministry of Ecological Environment, Lou Qinjian, Secretary of Jiangsu Provincial Party Committee, Zhai Qing, Deputy of the Ministry of Ecological Environment, Fan Jinlong, Executive Vice Governor of Jiangsu, Wang Tianqi, Director of the Department of Ecology and Environment, Dai Yuan, Secretary of the Yancheng Municipal Party Committee, Cao Lubao, Mayor of Yancheng City, as well as other leaders and expert group members came to Xiangshui Chenjiagang Water Treatment Co., Ltd. for many times to investigate and understand the operating status of sewage facilities and the discharge of sewage, and guide the emergency production of polluted water bodies.
The employees of Xiangshui Chenjiagang Water Treatment Co., Ltd. cooperated with the emergency work with efficient execution. After the production is resumed, they devoted themselves to ensuring the stable operation of the water plant, and promoting the emergency treatment of polluted water bodies in an active and orderly manner, receiving praise from leaders at all levels.
