Customer orientation Organizational change Co-creation Sustainable development | BEWG 2022 Annual Work Meeting 2022-01-18

From January 17th to 18th, BEWG 2022 Annual Work Meeting was held at its headquarters in Beijing. With the theme of “customer orientation organizational change and co-creation sustainable development”, the meeting comprehensively summarized the work achievements and shortcomings in 2021, systematically analyzed the current market situation, deeply interpreted the Group's strategic objectives and BEWG culture idea in the new era, deepened regional reform, sounded the call for reform of the market investment system, unified the ideas and built consensus for the Group's transformation, upgrading and sustainable development.

Leaders of Beijing Enterprises Group and Beijing Enterprises Group Company Limited, executives of BEWG, major heads of each center and region in the headquarters, business backbone and excellent staff representatives, and representatives of some member enterprises attended the meeting. Wang Zhupin, Senior Vice President of BEWG, presided over the meeting.

According to the requirements of epidemic prevention and control, the work meeting was held in the form of on-site + video, with a total of 40 venues, all of which strictly controlled the number of participants in accordance with the requirements of epidemic prevention and control.

Work Report 

Yu Liguo, the Rotating Executive President of BEWG, made the 2021 annual work report on behalf of the executive agency, comprehensively summarized the Group's achievements in 2021 around the annual and mid-term key tasks, gave a key briefing on the progress of 9 concerns, and systematically planned the work for 2022 around the medium and long-term strategic objectives in combination with current difficulties and challenges. The report requires that under the guidance of the Group's medium and long-term strategic objectives and annual work programme, systematically promote 13 key tasks in 7 categories, continue to enhance corporate value, and achieve sustainable development.

Interpretation of strategic objectives

Zhou Min, President of BEWG, made an in-depth interpretation of the strategic objectives from the underlying support to the basic business logic to the ultimate goal. He pointed out that the business tenet of customer orientation and innovation as approach is the underlying logic for the implementation of the strategic objectives. We should continue to build internal and external fundamentals, start with customer needs and end with satisfying them, and continue to innovate to create value for customers and win customers. He requested that efforts should be made to build the two core competencies of capital and innovation to achieve sustainable development of the Group. While the development of the Group should be deeply linked with social values, serve national strategies, lead the development of the industry, build a community of shared future, and jointly build a beautiful China.  

Ma Jianhua, Vice President of BEWG, Zhou Xuhui, General Manager of the Eastern Region, and Li Dinggao, Assistant to the President of the Group and General Manager of the Northern Region, focused on regional reform, and elaborated their understanding and thinking on the Group's strategy from the aspects of innovation-driven development, strategic implementation, capacity building and enhancement, and put forward action plans in the process of the Group's reform and implementation.

Corporate Culture Release

Li Li, Executive President of BEWG reinterpreted BEWG culture in the new era, especially the mission, vision and core values of BEWG, and released the "Outline of BEWG Culture (Consultation Version)" and “Customer Orientation Manual Version 1.0”. BEWG Culture Outline introduced the essence of corporate culture from four aspects: material, behavior, system and spirit. In 2022, the Group will promote the implementation of culture in accordance with Knowledge-attitude-practice mode, comprehensively deepen cultural advancement, and integrate culture into all aspects of business operation and implant employee behavior, and help the Group transform and upgrade for sustainable development..

Party buildup 

Jin Feng, Vice President of Beijing Enterprises Group Company Limited and Secretary of the Party Committee of BEWG, made a comprehensive analysis on the progress and achievements of the Party buildup of BEWG in the Centenary of the Communist Party of China, and combined with the current situation of the Group's development, proposed to adhere to seeking truth from facts, firmly grasp the Group's strategic positioning, and further promote the implementation of strategic consensus, transforming the Party's “six-sphere integrated plan” achievements into “six advantages" that help the Group achieve its strategic objectives. He mobilized the Party organizations at all levels of the Group, Party members and cadres to give full play vanguard and exemplary roles, integrate into the operation to promote development, bolster confidence, seize opportunities, and effectively make greater contributions to the development of the Group. Meanwhile, he stressed that in the new year, the Party buildup should promote the reform and development of the Group, fully implement the requirements of Party-controlled ideological, brush up the Party buildup brand around business development, and continue to explore talent development to build a high-quality talent system.

Reform and development

In the critical year of the reform of BEWG, the Group persisted in innovation, and carried out a series of reform and innovation initiatives such as market investment system reform and regional reform, which is not only a major strategic change of the Group under the guidance of the asset-light strategy, but also a necessary path for the Group’s high-quality development.

Yu Liguo focused on regional reform for in-depth interpretation. He believed that regional reform was a systematic organizational change, and enterprises should have sufficient confidence. He put forward four actions and two goals for the implementation of the regional reform, requiring the regional reform to establish a customer-oriented code of conduct, form business guidelines, and create a core team of regional companies to work together to make a three-to-five-year development plan.

The Group's regional reform continued to advance in depth. Li Dan, Deputy General Manager of the Group's Project Delivery Center, Xi Jianning, Deputy General Manager of the Southern Region and General Manager of the Shenzhen-Huizhou Regional Company, and Chen Kainan, Human Resources Director of the Western Region, respectively made thematic reports on delivery reshaping and regional reform, changes and practice of reform of the regional companies, and the reform practice of Kunming regional company, sharing their thoughts and experiences on the transformation of functional centers and line reshaping, and regional reform.

Ma Yuntong, Assistant to the President of BEWG, officially released the "14th Five-Year Plan" market target under the Group's second growth, and proposed to make core changes from three aspects: market development paradigm, development path, and development team, meanwhile, based on innovation, it focused on customer management and marketing transformation, resource integration. The conference reviewed, summarized and prospected from the past, present and future of the market investment system through three chapters: “Recall·the past extraordinary days”, "Look·the present A new picture of change", and "Prospect·the future unity is strength ".

Message 2022

Xiong Bin, Assistant to General Manager of Beijing Enterprises Group, Executive Director and Chief Executive Officer of Beijing Enterprises Group Company Limited, fully affirmed BEWG’s business performance, reform implementation, operation improvement, business promotion in 2021, and pointed out that in the process of reform and adjustment, the most fundamental thing was to improve the overall efficiency and make every link in the industry chain refined and innovative to get new growth in the Red Sea competition. He stressed the need to ensure safety production and environmental protection standards on the premise of ensuring the implementation of business objectives, and strengthen risk control at the project level and business level.

Li Yongcheng, Member of the Standing Committee of the Party Committee, Vice Chairman and Executive Vice General Manager of Beijing Enterprises Group, Secretary of the Party Committee, Executive Director and Chairman of the Board of Directors of Beijing Enterprises Group Company Limited, Executive Director and Chairman of the Board of Directors of BEWG, put forward expectations for the future development of BEWG, he requested that we should adhere to the confidence of sustainable development of the enterprise, and give full play to the advantages of state-holding enterprises in terms of capital, technology, talents, Party buildup; We should actively adapt to the new requirements of our country for state-holding enterprises, promote healthy and rapid development of the enterprises under the new situation, and maintain an important position in the "14th Five-Year" development plan of Beijing Enterprises Group; We should pay full attention to the risks that may affect the development of enterprises, meanwhile, maintain important customer relationships and provide strategic support for customers orientation; We should continue to carry out in-depth Party buildup, play the role of grass-roots Party organization as a battle fortress, and supervisory role of discipline inspection and supervision. He said that he looked forward to the successful implementation of BEWG's strategy and culture, and the achievement of innovative development, so that outstanding employees could truly become a community of interests, career and shared future. 

Tian Zhenqing, Secretary of the Party Committee and Chairman of Beijing Enterprises Group, on behalf of the Group, fully affirmed the efforts and achievements made by BEWG in 2021. He pointed out that, as one of the important enterprises of Beijing Enterprises Group, BEWG is a particularly professional, cultural and farsighted enterprise. Which is not only a practitioner of General Secretary Xi Jinping's "Two Mountains" theory, but also a booster of the sustainable development of society. He was full of confidence in the future development of BEWG, and hoped that BEWG would adhere to the leadership of Party buildup, strategic development, the guidance of science and technology, adhere to reform and innovation, strictly control the safety production, improve the awareness of risk prevention and control, move forward towards the goal of being a century-old company. 

The meeting was held concurrently with the signing ceremony of the 2022 annual business objectives responsibility letter and the 2021 annual commendation ceremony of "Power of Role Models".
