On January 29-30, 2026, the BEWG Group 2026 Annual Work Conference was held in Mianyang City, Sichuan Province. With the theme of "Customer as Source · Survival as Foundation · Innovation as Path", the conference comprehensively summarized the 2025 business achievements, deeply analyzed the current industry situation, defined the 2026 development theme, formulated annual development strategies, and systematically deployed key annual tasks.
Xiong Bin, Deputy Secretary of the Party Committee, Executive Director and CEO of Beijing Enterprises Holdings, and Secretary of the Party Committee and Chairman of the Board of BEWG Group; Li Yining, Vice President of Beijing Enterprises Holdings and Executive Director of BEWG Group; Zhang Wenjiang, Chief Legal Counsel of Beijing Enterprises Holdings and Executive Director of BEWG Group; Gong Xiaoqing, CFO of Beijing Enterprises Holdings; Zhou Xueyan, Executive Director of BEWG Group; relevant department leaders of Beijing Enterprises Holdings; as well as BEWG Group senior executives, heads of headquarters centers, regions, and business divisions, and representatives of some member enterprises and professional companies attended the meeting. Zhou Xuhui, Assistant President of BEWG Group and General Manager of the Western Region, presided over the meeting.
Wang Zhupin, Rotating Executive President of the Group, delivered a keynote report on "Customer as Source · Survival as Foundation · Innovation as Path". Wang Zhupin stated that during the 14th Five-Year Plan period, BEWG focused on customer value, survival, and innovation-driven growth, securing the operational foundation through a series of measures including organizational support, digital-intelligent empowerment, operational consolidation, technological innovation, and asset quality improvement, laying a solid foundation for the Group's high-quality development. Looking ahead to the 15th Five-Year Plan, BEWG will maintain strategic determination, with technology transformation as the core pathway, strengthening technological innovation leadership, consolidating talent development foundations, building safety production defenses, and deepening AI and digital applications to ensure steady progress amid change. Wang Zhupin pointed out that in 2026, the Group will anchor "Customer as Source and Innovation as Path", adhere to the "Survival as Foundation" bottom line, with balance sheet repair, stabilizing transitional business, and exploring new growth poles as business objectives, steadily advancing toward a new stage of high-quality development.
Ma Yuntong, Senior Vice President of the Group, delivered a keynote report on "Survival as Foundation", systematically outlining the Group's advancement path from deepening consensus to achieving value victory, centered on "survive, survive with quality, and have a future". Ma Yuntong emphasized that BEWG adheres to "cash flow first", taking multiple measures to build liquidity defenses, while focusing on the operational foundation, promoting quality improvement and efficiency enhancement of existing assets, creating generational-differentiation operational advantages, focusing on "grain-producing base areas", stimulating talent and organizational vitality, and consolidating the foundation for quality development. In driving the Group's resilient growth, BEWG returns to the customer perspective, relying on technology upgrading and model innovation to unearth value from existing assets and explore integration in incremental areas, winning a sustainable future through continuously creating value for customers.
Yu Liguo, Senior Vice President of the Group, delivered a keynote report on "Innovation as Path", systematically reviewing the evolution of the Group's innovation strategy with the thread of "learning from the past", "bringing forth the new", and "radical transformation", clearly defining the iterative innovation in technology, model, and management to implement generational-differentiation operational capabilities. Yu Liguo pointed out that the connotation of the Group's innovation strategy continues to enrich, becoming the fundamental driving force for efficiency improvement of existing assets and incremental expansion. Looking ahead, BEWG will use underlying hard-tech product R&D to build a professional "chain", actively expand into water, green energy, and resource recycling markets, and continue to build an internally and externally collaborative innovation ecosystem to support and serve a trillion-level industry.
Xiong Bin noted in his speech that 2025 was a year of overcoming challenges for BEWG in a complex and volatile market environment, facing challenges head-on, holding fast to survival, and seeking breakthroughs. BEWG closely followed the business theme of "cash flow first, securing the operational foundation", steadily advancing various tasks, effectively consolidating the development foundation and business base, with core competitiveness continuously improving. Looking ahead to 2026, in line with BEWG's 15th Five-Year Plan strategic priorities, he put forward five development requirements: strengthening Party-building leadership, adhering to operational bottom lines, deepening strategic implementation, strengthening innovation-driven development, and strictly maintaining risk boundaries. He encouraged all employees to continue their efforts, complete key tasks for 2026 with high quality, make a good start for the 15th Five-Year Plan objectives, and create new glory for BEWG's development.
In the second half of the conference, special reports and experience sharing were conducted around the annual business theme. Li Xiangwei, Deputy General Manager of the Northern Region; Bao Jianhua, General Manager of Kunming Area in the Western Region; Yang Lan, Deputy General Manager of Suwan Business District in the Eastern Region; Fu Zhen, Head of Market Investment Department in the Southern Region; Zhou Junfang, General Manager of Shixi Technology Company; and Wang Wenxiao, Head of Operations Service Center, respectively shared their work achievements, practical experience, and reflections from dimensions such as water environment project rights confirmation, regional debt resolution and asset structure optimization, project historical issue resolution, performance-based payment negotiation, Shixi business development, and "generational-differentiation" operational capability building, providing actionable paths and implementation ideas for the Group's operational management quality improvement and business efficiency iterative upgrading.
To fully achieve various task targets for 2026, focusing on the conference spirit and implementing relevant deployments, heads of each business unit signed the "2026 Annual Business Target Responsibility Agreement" on site.
During the conference, the "Forged in Fire · Northern Water Power" 2025 Annual Commendation Conference was also held, grandly commending advanced teams and individuals, paying tribute to every doer and striver, inspiring all to forge ahead courageously, further gathering the talent synergy for the Group's transformation and upgrading, and jointly embarking on a new journey of BEWG's future.
To address industry changes and plan for the 15th Five-Year Plan development, strategic development special training was conducted. Experts Chen Wei and Liang Chengxian respectively presented on topics of "Returning to the Original Aspiration and the Source — The Laws and Trends of Good Enterprises" and "Midea's Strategy and Organization Code", providing new perspectives and ideas for the Group's high-quality development and core competitiveness building from both macro-insight and micro-practice levels.
The "Improvement · Development" Business Strategy Session focused on core business difficulties such as existing project improvement and plant-network quality and efficiency enhancement, organizing key personnel from various business lines to deeply analyze issues including plant-network integration, resolving historical arrears, and water environment project breakthroughs, providing specific ideas for promoting business transformation. The "Cohesion · Symbiosis" Full Collaboration Session aimed at "breaking barriers and co-creating value", focusing on implementation paths for cross-sector project linkage, resource sharing, and capability complementation, cultivating a collaborative culture and establishing collaborative mechanisms, building a practical foundation for an efficient internal collaborative ecosystem within the Group.
During the special sessions, some participants also conducted a "Journey to the Source", visiting Mianyang Taziba Wastewater Treatment Plant — the starting point of BEWG — for on-site study, drawing strength from the source of the Group's development and reflecting on the dedication and commitment of BEWG people in the water sector.
