Precisely Promulgating New Secondary Water Supply Regulations: Nanyang Water Group Enters Communities to Bridge the "Last Centimeter" of Service 2026-04-01
The "Nanyang City Urban Residents Secondary Water Supply Management Measures" (hereinafter referred to as the "Measures") officially took effect on April 1. To promote precise policy implementation, effectively address the challenges of secondary water supply management in residential communities with varying conditions, and enable residents to enjoy professional and safe water supply services, on March 31, Wang Liao and Yang Yue, Assistant General Managers of BEWG Nanyang Water Group, led staff from the company's Secondary Water Supply Management Department, Marketing Department II, and other relevant departments to visit two communities — Country Garden Nanyang Shoufu and Qilixiangxi — to conduct promotional activities for the new secondary water supply regulations, answering questions from residents and property management about the takeover services face to face.
This promotion adhered to the principle of "categorized strategies and precise services", conducting targeted interpretations based on the actual conditions of different communities, ensuring the new regulations were thoroughly understood. At Country Garden Nanyang Shoufu community, where individual household meters had been installed, staff focused on explaining the secondary water supply facility handover process and subsequent operation and maintenance management, detailing the full standardized procedure of "submitting intention — status assessment — facility modification — agreement signing — implementing handover" and clarifying the division of responsibilities after handover.
"After handover, the operation, maintenance, and renewal costs of the facilities will be included in the enterprise's operating costs and recovered through water pricing, with no additional charges to residents," the staff explained. Water storage facilities will be cleaned and disinfected every six months, with water quality test results promptly publicized. All staff in direct contact with water supply facilities will hold health certificates, making every effort to ensure residents' water safety. Meanwhile, staff specifically interpreted the favorable electricity policy: according to national and Henan Province regulations, the electricity price for secondary water supply facility operation follows residential electricity rates — the lowest tier — which will significantly reduce the burden of shared electricity costs for property owners. Currently, pump room electricity costs are still borne by property owners through original channels, typically included in property management fees or shared electricity costs.
"After handover, we will be responsible for maintaining all facilities from the pump room to residents' water meters. Residents just need to turn on the tap, and we'll take care of the rest," Yang Yue, Assistant General Manager of Nanyang Water Group, made a solemn commitment to residents on site, giving them peace of mind.
Unlike Country Garden Nanyang Shoufu community, Qilixiangxi community had not yet implemented individual household metering. Staff focused the promotion on content related to secondary water supply facility modification. According to the introduction, existing secondary water supply facilities that do not comply with the provisions of the "Measures" shall be modified by the property owner or manager, and the modification must simultaneously arrange for household meter modification to achieve one meter per household. Regarding residents' concerns about modification funding, staff introduced diversified financing pathways on site: for projects included in government-supported modification plans, modification costs can be reasonably shared among the government, property owners, and water supply enterprises; qualified communities can also apply to use residential special maintenance funds, effectively reducing the burden on residents.
At the promotion site, residents and property representatives eagerly asked questions, and staff patiently answered each one. "Our community wants to hand over secondary water supply facilities — who should we contact specifically, and what procedures are needed?" "How much will the modification cost, and when will it be our community's turn?" In response to public concerns, staff addressed each question, clarifying the application subjects for handover, required materials, and processing timelines, and explaining the cost-sharing mechanism in detail, giving residents a clear understanding of the new regulations' details and their own rights.
Wang Liao, Assistant General Manager of Nanyang Water Group, stated that as an urban public water supply enterprise, the Group will strictly fulfill the responsibilities assigned by the "Measures", accepting all qualified secondary water supply facilities "wherever eligible"; for those not yet qualifying, the Group will actively cooperate with competent authorities and property owners to provide modification guidance and services, gradually achieving professional and standardized management of secondary water supply facilities.
Moving forward, BEWG Nanyang Water Group will establish a green channel for secondary water supply takeover services, continuously conduct new regulation promotional activities of "entering communities, entering property management, entering households", and continuously optimize service processes and improve service quality, comprehensively ensuring stable water pressure, sufficient water volume, and excellent water quality from "source" to "tap", effectively implementing the people-benefiting policies and enhancing residents' sense of well-being and security regarding water use.
