Stride Forward for an Environmentally Outstanding Enterprise, the Deployment of the Technology System is “Hardcore” Enough! 2019-03-19
On March 15, the 2019 Technology System Working Conference of BEWG was held in Beijing. Focused on the Group’s “dual platform” strategy and innovation strategy requirements, the conference further clarified the steps and goals of the construction of the technology system, systematically explained the horizontal-to-side and vertical-to-bottom “T” type technology system framework, and interpreted the key tasks and work deployment of the construction of the technology system in 2019. More than 100 people from various functional centers of the Group, including Group President Zhou Min, Executive President Li Li, Senior Vice President Yang Guang, Senior Vice President Yu Liguo, Vice President Wang Zhuqian, Li Ai, Deputy Secretary of the Party Committee, Hang Shijun, Consultant Chief Engineer and Technical Committee Director of the Group, Group Directors Lu Qi, Liu Weiyan , Mao Jianhua, Zhang Baolin, as well as Feng Yanxia, Executive Dean of the Water Environment Research Institute, etc. attended the conference.
At the conference, it was pointed that the technical work objectives and deployment of various key tasks for this year have been clarified. It needs to further unify the understanding of high-quality products and the standards of high-quality delivery in the production line and service line of the products, and all technical workers must continue to be pragmatic and enterprising, pioneering and innovative.
Yang Guang pointed out in the opening speech of the conference that 2019 is the landing year of the “T” type technology system, and the construction of large-scale technology system and professional capacity building are the key tasks of the Group. During the recent in-depth investigations on the front-line, the Group leaders have become more aware of the importance and urgency of comprehensively improving the product quality, and have also strengthened their determination to pay close attention to “product quality”. Yang Guang proposed to form full life cycle quality control standards that runs through investment, technology, procurement, construction, operation management to achieve output and improve the technical capabilities of the regions by focusing on “improving the product quality with a systematic approach” for landing of the technology system. Meanwhile, it is important to establish a scientific research system with the joint efforts of the Group and the regions to form a new situation of technology research & development, innovation and application as soon as possible. It is hoped that all production units, including investment, technology, procurement, construction, and operation, will work together to create proud high-quality projects and systems of BEWG in a gradual and persevering manner.
Hang Shijun pointed out in the report “Implementing the Group’s Development Strategy and Working Together to Build a New Technology System” that in 2019, the Group’s Technical Committee will be guided by the strategic goals to resolutely promote the construction of the Group’s technology system through improving the organizational construction, strengthening scientific and technological guidance, supporting high-quality project construction, serving the front-line of production, standardizing the review system, and assisting in personnel training. The Technical Committee will provide strong technical support for the Group and the regions by means of participating in the construction of the Group’s new technology system, guiding independent scientific and technological projects, reviewing important and difficult projects, organizing technical exchanges and preparation of internal journals, etc.
Mao Jianhua gave a special report entitled “Technology System Construction Work Promotion Plan”.
Zhang Baolin mainly introduced the work ideas of the Technology Center in 2019.
Feng Yanxia explained the key tasks of the Water Environment Research Institute in 2019.
At this conference, the main persons in charge of the operation line, investment line, technical line, construction line, and procurement line made a comprehensive review of the Daoxiang Lake project from the project history, the process of eliminating technical reforms, and the reflection and countermeasures of economic impacts to operational problems. During the review, three links including questions, presentations and discussions were provided to make in-depth exploration and analysis of the existing problems and reflections, and sort out the process and results of technological transformation and elimination. The positive role of the full-cycle coordination of investment, technology, construction, operation and procurement projects in project implementation was further promoted through full discussions. The chief technical engineers of the five regions also made very pragmatic exchanges and discussions on the ideas of high-quality project delivery based on the practical experience of the projects.
Li Li affirmed the efforts and achievements in the construction of the technology system, and emphasized that 2019 will be the “Quality Year” of BEWG. Through this technology system work conference, we will further focus on difficult points, build consensus, uphold customer orientation and industrial sentiment, give full play to the strength of business thinking and capital concepts, strengthen technological beliefs and professionalism, and practice the construction of the Group’s large-scale technology system and professionalization to achieve strategic shift from high-speed to high-quality.
Zhou Min put forward specific requirements for the technology system construction and technology research and development from three aspects of the direction, methods and key tasks of technology implementation, with the goal of building a world-class technology service enterprise. He proposed that “Strong technology means strong enterprise”. He pointed out that we should attach great importance to technological innovation from a strategic level, and to achieve the goal of being large to powerful, the Group must achieve breakthroughs in technical capabilities, which is a necessary condition for building an industry-leading operation platform and an urgent need for asset-light transformation of the Group. The construction of the technology system must have a high positioning, a long-term goal, and a solid footing, and it needs the joint efforts of the Technical Committee, the Technology Center, the Water Environment Research Institute, the major regions and the ecological partners of the Group. It is important to aim at the direction of R&D, seek breakthroughs in specific fields in a rhythmic and focused manner, and achieve technology landing through different ways such as “cooperation, integration, R&D, and products”. It is necessary to improve the incentive mechanism of the technology system, and pay attention to the cultivation of leading technical talents. Zhou Min is full of confidence in the future of BEWG, and hopes that visible results can be achieved in one year in terms of the construction of the technology system, the profit structure of the Group can be optimized in three years, and the hard power of BEWG can be showed in five years, so as to stride forward for an industry-leading and world-leading outstanding environmental protection enterprise.
