In recent years, Baotou City has achieved a major breakthrough in surface water environment improvement by fully advancing the implementation of the key tasks of the State Council’s “Action Plan for Prevention and Control of Water Pollution”. Since 2017, Baotou has been among the best in the national water environment quality improvement rankings of cities above the prefecture level released by the Ministry of Ecological Environment. The “Urban Water Ecological Improvement and Comprehensive Utilization Project” jointly constructed by Baotou City and BEWG has played an important role.
On April 2, Li Yongcheng, Vice Chairman, Executive Deputy General Manager of Beijing Enterprises Group Company Limited, and Chairman of the Board of Directors of BEWG, Zhou Min, President, Yang Guang, Senior Vice President, and Wang Zhupin, Vice President of BEWG, visited Zhang Yuanzhong, Secretary of Baotou Municipal Party Committee, and Mayor Zhao Jiangtao. The two parties conducted in-depth exchanges on the continuous promotion of “PPP project for comprehensive utilization of urban water ecology” in Baotou City and other aspects of cooperation, and reached a consensus. Wu Erbin, Deputy Mayor of Baotou City, Miao Chengyu, Secretary-General of the Municipal Government, Wang Helong, Deputy Secretary-General of the Municipal Government, Zhou Zhigang, Director of the Municipal Water Affairs Bureau, An Yingyu, Deputy General Manager of the North Region of BEWG, and Yin Xibin, General Manager of the Baotou Division attended the meeting and accompanied the research.
Zhao Jiangtao extended a warm welcome to Li Yongcheng and his delegation, and expressed his gratitude to BEWG for its role in the environmental protection field of Baotou City. Zhao Jiangtao said that as a leader in China’s water environment industry, BEWG has strong professional capabilities and rich experience in operation and management, and has made many contributions to Baotou’s infrastructure and environmental protection. Baotou water system environmental management, ecological protection of green mountains, and sewage treatment and reuse are all key projects in environmental protection and tough battles in Baotou City, and are the livelihood projects of people. After nearly two years of hard work, we have achieved certain results, especially in 2018, Baotou City suffered a flood disaster that was unprecedented in a thousand years, and floodwater draw-off of the river channels was successfully completed, which guaranteed the safety of people’s lives and property.
Zhao Jiangtao pointed out that due to some factors, the project has also encountered certain challenges and problems. We are very grateful for the understanding and support of BEWG, and the municipal government will continue to provide services and effectively solve related problems. Currently, with the joint efforts of both parties, the cooperative project has gradually returned to the right track, providing basic conditions for subsequent smooth progress. BEWG is expected to strengthen its confidence, and the government will try its best to help companies solve problems. It is also hoped that BEWG can resume work in the spring as soon as possible to make sure that achievements are made before the 70th anniversary of the founding of New China, so as to contribute more to the citizens of Baotou, the development of Inner Mongolia, and the construction of the national ecological barrier.
Li Yongcheng expressed his gratitude to the Baotou Municipal Party Committee and the Municipal Government for their support and understanding, and introduced the investment and development of BEWG in Baotou. He said that in order to support the economic development and environmental protection construction of Baotou City, BEWG will integrate its own advantages with regional resources, and actively participate in the construction and management of urban infrastructure in Baotou City, water ecological environment governance and other projects. It has cumulatively completed an investment of more than 4 billion yuan, contributing a lot to the economic development of Baotou City, especially the promotion of Baotou’s “PPP project for the comprehensive utilization of urban water ecology” , and it completed the construction of key nodes of several major urban flood control rivers and landscape rivers within the urban area of Baotou City. Li Yongcheng said that BEWG will continue to uphold the business philosophy of “government-assured, citizen satisfaction, profited by the enterprise, benefited by employees, and win-win with partners”, and is confident that with the strong support of the government, it will solve the existing problems and continue to promote project construction to create a prototype project.
Zhang Yuanzhong pointed out that BEWG is an enterprise with a sense of responsibility and a sense of mission that takes into account the overall situation. The Baotou Municipal Party Committee welcomes the investment of BEWG in Baotou, and expresses its affirmation and gratitude for the contribution of BEWG in Baotou. The construction of Baotou’s urban water ecology is a major strategic decision made by the Baotou Municipal Party Committee and the Municipal Government based on the current and long-term perspective, which is an important manifestation of the spirit of General Secretary Xi Jinping’s speech at the Inner Mongolia delegation at the Second Session of the 13th National People’s Congress, is an important measure to implement the river chief system and the lake chief system, and is also the common aspiration of the majority of people in Baotou City. The Baotou Municipal Party Committee and the Municipal Government are sincere enough to continue the in-depth cooperation with BEWG and fully cooperate to advance with the project to finally achieve draw-off floodwater safety in the urban area of Baotou, qualified river water and improvement of residents’ living and leisure environment.
Zhang Yuanzhong emphasized that the cooperation between the two parties is generally good and the direction is right. He acknowledged the consensus reached during the talks between the two parties and hoped that the Municipal Government will further improve the business environment, increase support for investment of enterprises in Baotou, solve the practical problems encountered by enterprises, and finally build the environmental protection projects and livelihood projects such as water ecology projects into benchmark projects and quality projects in Baotou City through the cooperation between government and enterprises.
During the period, Li Yongcheng and his delegation, accompanied by Wu Erbin, Deputy Mayor of Baotou City, Wang Helong, Deputy Secretary-General of the Municipal Government, and Zhou Zhigang, Director of the Municipal Water Affairs Bureau, conducted field investigations on the construction of the project.
