The Consortium Consisting of Yangtze Ecology and Environment Co., Ltd. and BEWG Successfully Wins the Bid for the PPP Project of Comprehensive Treatment of the Sewage System in Yueyang City 2019-06-13
On June 4, the consortium consisting of seven companies including Yangtze Ecology and Environment Co., Ltd. and Beijing Enterprises Water Group (China) Investment Limited won the bid for the PPP project of the comprehensive treatment project of the sewage system in the downtown area of Yueyang City.
This project is the first batch of pilot demonstration projects implemented by the Yangtze River Protection, which is also the first project promoted after the China Three Gorges Corporation and BEWG have implemented the relevant arrangements for the protection of the Yangtze River and signed a strategic cooperation agreement, as well as another strategic practice of BEWG’s transformation to an asset-light enterprise by building an asset management platform and an operation management platform.
From “point” governance to “system” governance to build a new mechanism for the protection of the Yangtze RiveIt is reported that the total investment of the project is 4.445 billion yuan. The project implements an integrated governance model of plant, network, river (lake) and bank, which involves multiple business formats such as stock purchase of sewage treatment plants and upgrading and expansion, collection and improvement of sewage pipelines, comprehensive treatment of water environment, etc. It mainly includes 10 sub-projects of Dongfeng Lake water environment comprehensive treatment project, lakeside sewage system collection pipelines improvement project, Phase I upgrading and renovation and Phase II expansion projects of lakeside sewage treatment plants, smart water project, etc. The project breaks the isolated “point governance” model under the traditional model, and will innovate and establish a new model and mechanism for the joint protection of the Yangtze River and the construction of a green development demonstration zone in the new era through systematic governance, demonstration and promotion and by focusing on the overall fundamental improvement of the quality of the ecological environment, and starting from urban sewage treatment.
Based on the comprehensive complexity of the project, the method of consortium bidding was adopted. Advanced technology and excellent teams at home and abroad were integrated to achieve all-round superior force cooperation. As the leader of the project, Yangtze Ecology and Environment Co., Ltd. has given full play to its role of central enterprises in overall planning and resource integration, and it has made comprehensive planning of the river basins involved through investment and holding of the assets of sewage treatment facilities in cities and towns along the Yangtze River to promote the project implementation. As a leading water company with rich experience in operation and maintenance management, BEWG is responsible for the system operation and maintenance and management of factories, networks, and rivers (lakes) within the scope of the project to save operating costs on the basis of scale and standardization, and improve the professionalization, standardization, and high-efficiency service levels of the project. All members of the consortium will also, under the leadership of Yangtze Ecology and Environment Co., Ltd., give full play to their professional advantages to jointly improve the overall governance effect of the project.
In September 2018, BEWG and the China Three Gorges Corporation—an important platform for the protection of the Yangtze River, signed the “Strategic Cooperation Framework Agreement on Joint Protection of the Yangtze River”. On March 22, 2019, the two parties further signed the business cooperation agreements on share subscription and funds, business, dual platform, etc., entering a stage of closer and deeper substantive cooperation in terms of joint protection of the Yangtze River. The Yueyang project is the first project jointly promoted by the two parties, which marks that the two sides have made new progress in the cooperation in terms of joint protection of the Yangtze River.
Explore a new model of river basin governance from “Yueyang” to the “Yangtze River Basin”
On June 5, the Yangtze River Eco-Environmental Protection Industry Alliance was formally established under the guidance of the National Development and Reform Commission and the leading of the China Three Gorges Corporation. The Alliance aims to give full play to the leading role of all types of entities in the entire industry chain, and complement each other’s advantages to realize industrial synergy and effectively improve the level of ecological environment governance in the Yangtze River. BEWG and the China Three Gorges Corporation are the co-sponsor of the Professional Committee of Investment Operation and Maintenance.
The Yangtze River pollution is also a microcosm of the current ecological situation in China. Yueyang is an important node city in the Yangtze River Basin, and its governance can be used as a sample of ecological governance in the Yangtze River Basin. As the vice chairman unit of the Yangtze River Eco-Environmental Protection Industry Alliance, BEWG will resolutely improve its political position and take the Yueyang project as an opportunity to give full play to its professional advantages, jointly explore an environmental governance model of the whole river basin and the whole industry chain with the China Three Gorges Corporation, and summarize a batch of sustainable, reproducible, and extendable green development models and new mechanisms, form an indicator system, standard system, statistical system, policy system, and performance appraisal system etc., and extract the “Yueyang experience” of the Yangtze River protection, so as to provide experience and reference for the environmental governance of other regions in the Yangtze River Basin, and even the overall domestic environmental governance, and contribute the strength of BEWG to the construction of a beautiful China. Meanwhile, BEWG will also take this opportunity to carry out model exploration and practice and accelerate the pace of transformation to an asset-light enterprise.
