At the “Full Academician” Lineup Conference, BEWG’s Water Governance Wisdom Won Attention Again! 2019-07-16
From July 15 to 16, the 2019 International Conference on the Evolution of China Urban Water Environment & Ecology was held in Chengdu. More than a thousand top industry elites, including academicians of the domestic and foreign engineering academy, well-known experts and scholars in the industry, leaders of environmental protection companies, city managers, etc. attended the conference to carry out an in-depth analysis of the prominent problems in the urban water environment and water ecology, as well as the direction of scientific and technological innovation under the Yangtze River protection strategy. Li Li, CEO of BEWG, was invited to attend the conference and give a keynote speech.
This conference is hosted by the Water Environment and Water Ecology Branch of Chinese Society for Urban Studies, undertaken by the School of Environment, Tsinghua University, and co-organized by BEWG and CSD Water Service Co., Ltd.
During the keynote speech session of the conference, Qiu Baoxing, Counselor of the State Council and Chairman of the Chinese Society for Urban Studies, talked about the coexistence of cities and ecology around microcirculation and park city; Yang Zhifeng, academician of the Chinese Academy of Engineering and professor of the School of Environment, Beijing Normal University, based on the domestic and foreign cases, called for taking river health as the main line to comprehensively improve the ecological, system and scientific views of water environment governance; Anna Deletic, academician of Australian Academy of Technological Sciences and Engineering, vice president of the University of New South Wales, mainly introduced the sponge city water treatment infrastructure planning, design and evaluation model, etc.; Zhang Yifei, Director and Deputy General Manager of CSD Water Service Co., Ltd., introduced the practice of comprehensive environmental service in small watersheds of guiding by the concept of “one foundation, five latitudes” to promote China’s small and medium-sized cities to achieve cross-section standards based on the company’s cases; Qu Jiuhui, academician of the Chinese Academy of Engineering, Vice Chairman of the Chinese Society for Urban Studies and President of the Water Environment and Water Ecology Branch of Chinese Society for Urban Studies, made the final report and described the sustainable green future of urban water environment and water ecology for the participants.
Li Li gave a keynote report entitled “Technological Upgrade in the Transition of Environmental Industry from Cost Attribute to Value Attribute” at the meeting. He analyzed and pointed out that the environmental industry has undergone qualitative changes under the guidance of “Two Mountains Theory" and “Two Body Theory”, especially since the 19th National Congress of the Communist Party of China, people’s pursuit of a better life has been concentrated on the high-quality requirements of the “new four rigid demands” of culture, education, health, and the environment, which leads the environmental industry to transform from cost attribute to value attribute.
In the period of great changes in the environmental industry, technological improvement is the key. Based on the thinking and practice of BEWG, Li Li elaborated from five aspects of “cost optimization reflects economy, systematic solution reflects performance, user payment reflects business performance, city’s positive assets reflect value-addition, and sustainable development reflects greenness”.
He argued that economy has become the primary competitiveness of environmental technology application, cost optimization is the true content of the application of packaged technology, and the “134N” rural sewage treatment model promoted by BEWG has solved the economic bottleneck well. In view of the “value-addition of the city’s positive assets”, Li Li said that the environmental protection industry is transforming from negative assets of the “NIMBY” to positive assets of “YIMBY”. BEWG has always been committed to delivering the city’s positive assets and continuously improving people’s happiness in life.
Regardless of the past and the future, BEWG will focus on sustainable development, build a green circular development model that meets the requirements of the regional ecological environment, and continuously upgrade from green services, green facilities to green management to promote the spillover of green value.
The 2018 Annual Report “Retrospect and Prospect of China’s Urban Water Environment and Water Ecology for 40 Years” of the China Urban Water Environment and Water Ecology Branch was first released at the conference. The history and future of China’s water environment and water ecological governance were reviewed, reflected, and analyzed by the report with the 40-year span of reform and opening up. In order to strengthen academic discussions and exchanges, the outstanding papers solicited were also issued at the conference, and Li Li as a guest presented awards to the authors of the outstanding papers.
On the afternoon of July 15, at the special forum on “Continuous and Safe Operation of Urban Water Treatment Facilities”, Liu Weiyan, Operation Director of BEWG, shared the topic of “Smart Water and Sustainable Operation” as a senior expert in the industry. With the advent of the big data era and 5G, it is imperative for China’s water industry to accelerate the deployment of smart water. Liu Weiyan systematically explained that smart water is the only way to achieve sustainable water operation from seven aspects of smart water and management, smart water and control, smart water and basic improvement, smart water and process technology, smart water and “integration”, smart water and universal empowerment, smart water and corporate internal control. Liu Weiyan said that BEWG is actively practicing and exploring the development of smart water. She introduced that in 2019, BEWG will upgrade more than 40 projects into digital water plants of unattended management; meanwhile, the “digital twin” technology with independent intellectual property rights of BEWG will be put into operation for some projects.
Currently, the provinces and cities in China are focusing on the prominent problems such as sewage treatment in urban villages and towns, black and odorous water body remediation, and comprehensive watershed management. At this conference, BEWG actively exported water governance wisdom and discussed the water environment and water ecological governance methods with the industry experts. Under the urgent need for water environment governance and the complex water ecosystem, as a leader in the environmental protection industry, BEWG will take the corporate responsibility, actively respond to the national strategy, continue to make efforts for innovation and development, and continue to lead the technological innovation of China’s environmental protection industry under the Group’s ecological strategy, “dual platform” strategy and comprehensive innovation strategy, so as to contribute to the promotion of China’s ecological civilization construction and participation in global water pollution control.
