BEWG Officially Establishes a Professional Committee for Municipal Water Operation Management 2019-07-22

On July 19, the first meeting of the Professional Committee for Municipal Water Operation Management of the Technical Committee of BEWG was held in the BEWG Building, which marks the formal establishment of the Professional Committee of Operation Management of BEWG (hereinafter referred to as the “Committee”). Towards the firm goal of operational excellence, BEWG’s municipal water operation has been comprehensively improved, releasing the important signal of doing a good job of operation in a “proper, practical, stronger” manner throughout the Group.  

The Committee is responsible for scientific and technological planning and decision-making in the field of operation management and operation technology, operation technology research & development and review, operation technology reserve and application, operational emergency response support, scientific and technological activities and academic exchanges, operation technical personnel training, etc. under the leadership of the Technical Committee of BEWG. Taking the establishment of the Committee as an opportunity, the municipal water operation of BEWG will establish a standardized operation and management system, build scientific operation and management standards, establish a high-quality training and empowerment system, focus on the exploration of efficient operation and management models, and accelerate digital transformation to achieve the improvement in asset quality, product quality and service quality of municipal water affairs inventory projects.   

Zhou Min, President of BEWG, Executive President Li Li, Senior Vice President Yang Guang, Consultant Chief Engineer Hang Shijun, Lu Qi, Zhang Baolin, Wang Jianli, etc., members of the Professional Committee for Operation Management of the Technical Committee, Li Dinggao, Assistant to the Group President, General Manager of the Northern Region, as well as the operation expert team members attended the meeting. The meeting was chaired by Wang Li, Secretary of the Professional Committee of Operation Management and Deputy General Manager of the Operation Management Center.  

Yang Guang mentioned in the opening speech that BEWG is changing from high-speed development to high-quality development. In the process of transforming from becoming a large enterprise to a great enterprise, improving the quality of operation and management is the basis for this transformation. In the “Year of Quality” of 2019, technical standardization shall be properly made by the technology system to jointly promote the improvement of operation quality. The establishment of the Professional Committee of Operation Management is of great significance to promote the progress of the Group’s operation technology.   

In his speech, Hang Shijun expressed his congratulations and expectations on the establishment of the Professional Committee of Operation Management, and expressed his sincere thanks to all industry experts for their coming.  

Liu Weiyan, Secretary-General of the Professional Committee of Operation Management and Operation Director of the Group, introduced the operating procedures of the Professional Committee of Operation Management from four aspects: the purpose, work responsibilities, organizational structure and working mechanism. The person in charge of the sewage and water supply business of the Operation Management Center introduced the operation management business system and the operation technology work plan. 10 operation experts of the Group from the four directions of water supply, sewage, equipment and safety, and smart water, received the letter of appointment for the operation expert team on behalf of the 66 members of the operation expert team.  

Professor Wang Hongchen, Director of the Professional Committee of Operation Management, and four external members Tang Jianguo, Zhang Xiaojian, Shi Hanchang, and Yang Xiangping made a keynote speech respectively on the difficulties and challenges of sustainable operation of sewage treatment plants, the principles of high-quality drainage pipeline construction, operation and maintenance, safer, more reasonable and better quality——the revision of drinking water standards, the practice and development of smart water affairs, and refined operation management.  

Li Li said that the two main business operations are the focus and foundation of BEWG. It is expected that the Professional Committee of Operation Management will build a pan-technical system of “technology + specialty + management”, improve the operational performance in 6 aspects of “assets, talents, technology, management, upgrading and development models”,  create values by relying on the specialization and leading advantages of operations to realize the asset-light model of operation service spillover, and promote the development of the industry with the responsibility of an leading enterprise, the attitude of ecological openness, and the feelings of environmental protection industry.

Zhou Min pointed out that the operation management platform is the core of the asset-light strategy and the dual-platform strategy. It is the prerequisite for building the world’s first public utility asset operation service brand and the guarantee of continuous financing. Building an operation service brand requires the standardization of the whole industry chain; to realize the transition from being big to strong to great and become a world-class service company requires technical investment and technical support; technology should serve to build a brand of operation management, and a technical process package and standards with BEWG characteristics around solving the actual problems in the water plants should be formed. He emphasized that it should be practiced in various aspects including improving the level of cognition, learning and innovation of advanced concepts, extensive ecological cooperation, application of advanced technology, tackling of special problems, systematic thinking, etc.; it is necessary to strengthen the training of front-line operators, cultivate the grassroots operation backbone, and encourage the front-line employees to innovate. Finally, Zhou Min hoped that  the goals of one-year fundamental improvement of operating projects, three-year report data improvement, and reflection of the BEWG’s operational hard power could be achieved through the unremitting efforts of the Professional Committee of Operation Management and all employees.   

The establishment of the Professional Committee of Operation Management will definitely promote the improvement of municipal water operation management, the advancement of operation technology, the settlement of operation difficulties and training of operation talents, and guarantee the solid implementation of dual-platform strategy of the Group.
