Recently, the National Development and Reform Commission, the Ministry of Ecology and Environment, and the Ministry of Industry and Information Technology jointly issued the Sewage Treatment and Recycling Industry Cleaner Production Evaluation Index System. BEWG was indexed as the only water affairs enterprise, apart from South China Institute of Environmental Sciences of the Ministry of Ecology and Environment, the Chinese Academy of Environmental Sciences and other scientific research institutes.
The cleaner production method is a manifestation of China's view of ecological civilization in the field of production, and it is the organic integration of environmental and economic benefits. For a long time, in the field of sewage treatment and recycling, China and the industry have paid more attention to end treatment, for example, the urban sewage treatment index system for effluent water quality has been relatively mature after years of improvement, but cleaner production has not yet been involved.
The Sewage Treatment and Recycling Industry Cleaner Production Evaluation Index System published and implemented this time is the first cleaner production rating index system applicable to the sewage treatment industry, and is a further implementation of the Cleaner Production Promotion Law in the sewage treatment and recycling industry. It is rare for the NDRC, the MEE, and the MIIT to jointly release the industry index system, which shows that China attaches great importance to cleaner production in the sewage treatment and recycling industry.
This index system is applicable to cleaner production audits, judgments of potentials and opportunities, and performance evaluations of sewage treatment and recycling companies that treat mainly urban sewage, whose industrial wastewater treatment accounts for not more than 20% of the total treated water capacity. It’s also applicable to environmental management systems such as environmental impact assessment, pollutant discharge permits, and environmental protection pilots. Mainly through the determination and rating of production process and equipment indicators, resource and energy consumption indicators, comprehensive resource utilization indicators, pollutant generation indicators, product characteristics indicators, and cleaner production management indicators, this index system will guide and promote the implementation of cleaner production in the sewage treatment and recycling companies, not only increasing the resources utilization, but also reducing or avoiding pollution.
The issuance and implementation of the index system is of great significance to the sewage treatment and recycling industry. Cleaner production as required by the index system can reduce the generation of pollutants, save energy and reduce consumption, and reduce the operating costs of the enterprise and the payment pressure of government in general. At the same time, the recycling of the treated sewage by recycling enterprises increases the efficiency of social resource recycling, and finally realizes the unity of economic, environmental and social benefits.
Municipal water affairs is one of the two main businesses of BEWG. It currently has 1,047 water plants with a contracted water capacity of 37,761,600 tons per day, covering Malaysia, Singapore, Australia and other countries as well as 28 Chinese provinces, cities and regions, with rich sample cases and experience in project investment, construction and operation. In the development of this index system, BEWG provided many water plant samples and index data in different regions, different types and different water qualities, and based on operating reality, it gave many practical suggestions to enhance the feasibility, validity and directive significance of the rating index system.
