Heshan Shaping River Comprehensive Governance Project listed into top 10 examples of Guangdong First National Land Space Ecological Restoration 2019-12-09
On 29 Nov 2019, the list of top 10 examples of Guangdong First National Land Space Ecological Restoration was published, where Jiangmen (Heshan) Shaping River Governance and Restoration Project was in the list. This rating event was hosted by Guangdong Provincial Department of Natural Resources, with the theme of “collectively planning the mountains, waters, woods, fields, lakes and grasslands systems”, where the subjects are from all over Guangdong province. This event is to practise Xi Jinping’s ecological civilization thoughts, implement the concept of integrated restoration of natural resources and ecology, carry out the integral protection, systemic restoration and overall governance, and enable the regional eco-environment to benefit from obvious improvement and typical ecological restoration projects.
Jiangmen (Heshan) Shaping River Governance & Restoration Project is to rectify the Shaping River basin area of 328km2, with a total river course length of 0.09km, covering all areas of Shaping District (downtown of Hekou City), Gulao Town, Taohua Town, Longkou Town, as well as part of Yayao Town. The project mainly includes urban flood proof works, road & bridge works, landscaping beach and flowing water works, sewage interception pipe networks, river clearing works etc. The total investment amount is RMB408,598,300. BEWG as investor leads the PPP operation of this project, for a term of 24 months. This project was completed in the end of 2018 and is already operating.
Jiangmen (Heshan) Shaping River Governance & Restoration Project since operation has realized the efficient integration of water supply and discharge, and organic combination of traditional water affairs and water environment governance. On one hand, it rectifies Shaping river water pollution and improve water quality systematically from point to surface, through a series of works including river dredging and barrier removal, ecological protection belt construction, and ecological wetland restoration; on the other hand, based on local rich demands for cultural inheritance and civil habitat, after river course interception and dredging, it will deeply dig the traditional features of Heshan Dragon Boat Culture, Banyan Tree Culture, Wing Chun Culture, Lion Dance Culture, etc., and use the landscape design to shape the waterfront sightseeing space intertwined with cultural vein and water vein, so as to revive and display traditional cultures. Through a series of works, the ecology of the urban section of Shaping River has been restored. The COD concentration of the river water is reduced by 47%, and the total phosphorus concentration is reduced by 38%, eliminating the black and odor phenomenon, so that the river can be restored from the stagnant water inaccessible to the popular water space. The project has achieved a 100% compliance rate of water supply and provided 300,000 Heshan residents with safe and reliable drinking water. In addition, Shengping River Dragon Boat Park successfully hosted the BEWG Cup International Dragon Boat Race, as well as the 2018 & 2019 Heshan City Overseas Chinese Capital Walk & Marathon, which greatly enhanced the city's regional influence, received significant results, achieved the expected goal of "clear water, smooth roads, green shores and beautiful scenery", benefiting the general public.
As a demonstration project for the full implementation of the river chief system in Heshan City, Guangdong Provincial Party Committee Secretary LI Xi, Governor MA Xingrui, and other prefecture-level cities’ officials and research teams have all visited the Shaping River project for investigation, nearly 20 central, provincial, and municipal level mainstream media including Xinhua News Agency interviewed and reported on the comprehensive improvement project of Shaping River in Heshan City. The project is also unanimously approved by the Heshan Municipal Party Committee, Municipal Government and relevant departments, serving as a satisfactory answer, and lays a solid foundation for the coming operation and maintenance of Shaping River Phase I Project, and the constructino of Shaping River Phase II Project.
