BEWG signed an important agreement with Japan Water Agency, and the Japan-China Science, Technology and Culture Center at the 13th Japan-China Energy Conservation and Environment Comprehensive Forum held in Tokyo 2019-12-09
On 8 Dec 2019, the 13th Japan-China Energy Conservation and Environment Comprehensive Forum was held in Tokyo, where LI Yongcheng, BEG Vice Chairman & Executive Deputy General Manager, BEWG Chairman; YANG Guang, BEWG Senior Vice President; HANG Shijun, Chief Consultant Engineer, attended the forum and delivered keynote speeches respectively. In order to strengthen the cooperation between China and Japan in the field of water treatment, BEWG, Japan Water Agency, and Japan-China Science, Technology and Culture Center have jointly signed the "Talents Training and Strategic Cooperation Framework Agreement in the Field of Water Treatment Operation Management".
LI Yongcheng delivered a keynote speech entitled "Open for Cooperation, Converge Innovation and Realize the Sustainable Utilization of Water Resources". He explained the overall situation of China's water environment governance and water resources management in the past 30 years. Starting from the business of BEWG, he shared that the Group has broken through the limitations of traditional "water governance" thinking and has been practising and exploring the recycling, overseas market and industry integration.
LI Yongcheng pointed out that Japan has a lot of experience worth learning in environmental governance and green development , and BEWG will deepen cooperation with Japanese companies in the fields of urban sewage sludge disposal technology, rainwater overflow pollution control, smart drainage management and garbage classification, personnel exchange and training, and market development and others, and jointly develop projects suitable for China's actual conditions.
YANG Guang gave an in-depth introduction to BEWG's characteristic resilient water environment governance system and the resilient water resource system supplied by level of qualitydeepen cooperation with Japanese companies. He took the comprehensive treatment of the Yuhangtang River water environment and the Changi Water Reclamation Plant Phase 2 in Singapore as examples to explain the integrated development concept of reclaimed water and water environment treatment into production, integration into life, and ecology, as well as renewable, recyclable, sustainable, and flexible integrated operation and management capabilities of water resources and water environment.
Based on the current situation and demand of China's unconventional water resources, HANG Shijun introduced from a professional and technical perspective, China's solutions to the shortage of water resources by use of unconventional water resources such as urban reclaimed water, trapped rainwater and desalinated seawater under the background of the contradiction between water supply and demand, elaborated the current status and prospects of domestic urban sewage recycling and utilization, and put forward ideas on how to implement the collective planning of water ecology, water environment, and water resources for joint discussion by Chinese and Japanese environmental companies .
At the forum, in order to strengthen the comprehensive and deepening cooperation in the water treatment industry between China and Japan, jointly promote the exchange and joint construction in the fields of personnel training, technology research and development. On behalf of BEWG, LI Yongcheng signed the "Talents Training and Strategic Cooperation Framework Agreement in the Field of Water Treatment Operation Management" with Japan Water Agency and Japan-China Science, Technology and Culture Center. The three parties reached an agreement and consensus on the training and exchange of transportation management personnel, the development of water treatment technology guidance, the establishment of Japanese workstations, and the future development of third-party markets. Under this agreement BEWG will pilot the related cooperation, which not only provides a broader vision and rich experience for China Water to go global, but also provides useful exploration and guarantee for international environmental protection cooperation and joint commitment to global water pollution control.
At present, the construction of China's ecological civilization has entered a critical period, a tough period, and a window period, when the tasks of water resource conservation and water environmental protection have been placed in an unprecedentedly prominent position, and the market space has been further expanded. About Japan-China Energy Conservation and Environment Comprehensive Forum
The Japan-China Energy Conservation and Environment Comprehensive Forum was established in 2006. It is co-sponsored by the National Development and Reform Commission of China, the Ministry of Commerce of China, the Chinese Embassy in Japan, the Ministry of Economy, Trade and Industry of Japan, and the Japan-China Economic Association. It is a comprehensive Sino-Japanese economic and trade cooperation approved by the State Council, with the aim to strengthen exchanges and cooperation between China and Japan in the fields of environmental protection, new energy utilization, and pollution prevention and control. The forum has been held for 13 times since 2006, and nearly 400 cooperation projects have been signed, which has established a good platform for cooperation in the field of energy conservation and environmental protection between enterprises, research institutions and local governments of the two countries.
At this forum, ZHANG Yong, Deputy Director of the NDRC, and KAJIYAMA Hiroshi, Japanese Minister of Economy, Trade and Industry of Japan attended the forum and delivered opening speeches. KONG Xuanyou, Chinese Ambassador to Japan; LI Chenggang, Assistant Minister of Commerce; KOIZUMI Shinjiro, Japanese Minister of Environment; MUNEOKA Shoji, Chairman of Japan-China Economic Association; attended the forum. In the forum, China and Japan conducted discussions on 6 topics including hydrogen energy, vehicle electrification and intelligence, long-term trade between China and Japan, clean coal technology and coal-fired power generation, promotion of energy conservation, and circular economy, and signed 26 projects to further promote The two countries have promoted economic and technological exchanges and environmental protection cooperation.

Japan Water Agency founded in 1953 is the largest water company in Japan. It provides customers with comprehensive water management services such as policy consultation, facility operation, and proposal verification in order to achieve efficient water and sewage business operations. At present, it’s mainly engaged in water operation management (operation and maintenance management of sewage treatment plants, etc.), design and development of water treatment plant operating systems, and water treatment plant reconstruction, etc., and it is expanding its business throughout Japan. It not only has the technical experience accumulated through the operation and management of water and sewage facilities for more than 60 years, but also actively promotes the use of the latest ICT and IoT technologies for safe, secure, and efficient water treatment facility operation and management.
Japan-China Science, Technology and Culture Center (JCST)
Japan-China Science, Technology and Culture Center is preceded by Japan China Industrial Technology and Culture Center founded in 1978, which was changed to current name in 1982. As a private organization that promotes extensive exchanges in industrial technology, science and technology, and culture between Japan and China, it conducts training for Chinese government officials in Japan (obtained the qualification for overseas training channels of the State Administration of Foreign Experts Affairs in 1999), support for studying abroad, and internships for college students, among other talents training and exchange undertakings, with rich business experience and accumulation of resources.
