BEWG Technical Committee Urban Water Affairs Sub-Committee created officially 2019-08-26

On 26 Aug 2019, the inaugural meeting of the Urban Water Affairs Sub-Committee of BEWG Technical Committee was held in Beijing. Mr. PENG Yongzhen, Academician of Chinese Academy of Engineering and Professor of Beijing University of Technology; Mr. ZHENG Xingcan, Chief Engineer of China Municipal Engineering North China Design and Research Institute and other five external members; Mr. JIN Feng, Secretary of the Party Committee of BEWG; Mr. YANG Guang, Senior Vice President of BEWG; Mr. YU Liguo, Senior Vice President of BEWG; Mr. LI Ai, Deputy Director of Group Party Committee, Secretary of Group Commission for Discipline Inspection; Ms. HANG Shijun, Chief Consultant Engineer and Director of Technical Committee; internal members of Technical Committee, and representatives of related departments such as the Technical Center and the Water Environment Research Institute, attended the meeting.

Mr. YANG Guang pointed out in his address that in order to build BEWG into a world-class water assets operation and management platform, technology must play a supporting role and grow together with operations. In the 2019 "Year of Quality", the Group increased its technical and management efforts, clarified the two major tasks: product standardization and management standardization, and further drove the building of a large-scale technology system penetrating investment, technology, construction, and operation. It is hoped that the establishment of the Urban Water Affairs Sub-Committee can grasp the direction and guide the Group on the strategic level, major scientific research directions and major projects, and introduce more advanced concepts and technologies into BEWG.

Mr. YU Liguo considering the Group's comprehensive innovation strategy, emphasized the importance for the Group to improve its core competitiveness in the 10-year development from large to strong. He pointed out that at present, the Group is innovating from three levels: technology, management and business model, actively researching and implementing relevant strategies and methods, hoping that more excellent results can emerge from the technical level, which will play a key role in promoting the high-quality development of the Group.

Ms. HANG Shijun elaborated on the important role of the Urban Water Sub-Committee, and pointed out that in the critical stage of BEWG’s transition from high-speed development to high-quality development, especially the transition to light asset strategy, as environmental regulation becomes more and more stringent, it is hoped that the sub-committee can concentrate its efforts to overcome difficulties, solve problems, work together to do solid technical work, and promote the development and progress of BEWG and the entire environmental industry.

Mr. ZHENG Xingcan, Chairman of the Urban Water Affairs Sub-Committee, introduced the composition, operating procedures and work plan of the Urban Water Affairs Sub-Committee of BERWG Technical Committee. He said that as an important part of the Technical Committee, the Urban Water Affairs Sub-Committee should play an active role in promoting technological progress and technical support, and continuously improve the Group's ability to innovate and solve problems.

The conference specially invited Academician PENG Yongzhen and Professor WANG Kaijun to make special report on "AOA heterotrophic and autotrophic coupling sludge reduction to enhance the deep removal of nitrogen and phosphorus in urban sewage" and "Sewage treatment technology from a low-carbon society to a low-nitrogen society". Academician PENG Yongzhen introduced in detail the technology of simultaneous short-cut nitrification and denitrification + anoxic denitrification by directly using the sludge fermentation mixture as a carbon source, and shared his latest research progress in deep nitrogen and phosphorus removal. Starting from the development history of water pollution control technology, Prof. WANG Kaijun explained the impact of human activities on the global nitrogen cycle, and looked forward to the future technological development trend of nitrogen treatment, recycling and utilization of sewage disposal.

Ms. WANG Yan, Chief Engineer of the Technology Center, reported on the technical business of urban water affairs and put forward a number of key work directions, such as asset-light strategy standardization, energy-saving and consumption-reducing measures, and high-emission standard technology research.

Mr. LI Xinwei, Assistant to the Director of the Water Environment Research Institute, reported on the research and development of urban water affairs, and proposed that the positioning of technology R&D should proceed from actual needs, solve technical pain points and difficulties, and enable excellent operation.

Ms. SUN Xiaohang, Chief Engineer of Central Region, and Ms. WANG Fazhen, Manager of the Tech Dept 1 of Technical Center, reported on the selection of technical routes and parameters for the upgrading of urban water services, and high-standard emissions.

Experts present at the meeting focused on the above report and made a comprehensive analysis and discussion in terms of policy background, emission standards, technical routes, operation management, etc., and gave systematic suggestions from macro strategies to specific measures.

Mr. JIN Feng pointed out the importance of technology to the future development of the Group. He hoped that the Technical Committee and Sub-Committee would work together to build a platform for technical exchanges, share problems and experiences in the work, learn from academicians, experts, and professors, and contribute endless source of power to the high quality development of BEWG.

The establishment of the Urban Water Affairs Sub-Committee will vigorously promote the improvement of the Group's overall innovation capabilities, engineering application capabilities, and problem-solving capabilities, as well as the construction of the Group's standardization and intelligentization. This conference fully represents the height, depth and breadth of the technical seminars of the Sub-Committee. It not only digs deep into the first-line pain points, but also prospects the industry trend from a high level, pointing out the direction of the Group's urban water affairs work.

Next step, the Sub-Committee will strive to create a more efficient and pragmatic mechanism, strengthen horizontal cross-discipline, vertical cross-level coordination, strengthen the efficient combination of technology, construction, and operation, and explore the best balance between feasibility and possibility, to form a BEWG-featured technical system,  focusing on BEWG issues, and promoting the BEWG development. The Sub-Committee will take this inaugural meeting as a starting point to continuously improve its innovative ability to provide high-quality solutions, promote the implementation of technology for operation services, and operation for brand services, and strive to provide solid support for the Group's asset-light transition.
