Thank-you letter from Jiangmen Pengjiang District People’s Government to affirm and praise BEWG Pengjiang Project Team’s excellent contributions to the black and smelly water bodies treatment in Pengjiang District 2019-12-25
After the winter solstice, the weather is getting colder and colder, but the water control work is still in full swing. This is BEWG. Recently, a letter of commendation from Pengjiang District People's Government of Jiangmen City added another warmth to BEWG in 2019.
In the letter, the Pengjiang District Government put forward a scientific and reasonable pollution control plan for the BEWG Pengjiang project team with its strong professional and technical strength, and promptly promoted the commencement and implementation of the pollution control project, smoothly passed the black and smelly water bodies examination by the Ministry of Ecology and Environment, and gave out full affirmation and high praises.
As an important part of the Guangdong-Hong Kong-Macao Greater Bay Area, Jiangmen City is a key node connecting the east and the west. In 2019, Pengjiang District of Jiangmen City seizes the opportunities in the construction of the Guangdong-Hong Kong-Macao Greater Bay Area, promote the high-quality development of the region, and fully start the construction of a beautiful Pengjiang River that is livable, industrial and touristic.
The treatment of black and smelly water bodies has always been one of the focuses of the Pengjiang District Government and local residents. In order to effectively control the work, the Pengjiang District Government collectively plans to govern Tiansha River and Duruan River in the list of the black and smelly water bodies of the Ministry of Construction and the 3 new black and smelly water bodies (Danzao River, Longbang Drainage and Irrigation Canal, and Mulang Drainage and Irrigation Canal) newly added by the Ministry of Housing and Urban-Rural Development, and commences the the Pengjiang District Water Environment Comprehensive Treatment Project (Phase I) Black and Smelly Water Body Treatment Work using the EPCO model, with a total investment o RMB1.386 billion. In Jun 2019, BEWG and China Railway Shanghai Engineering Bureau paid great attention to the project after winning the bid, and quickly formed a full-professional management team for technology, construction, and operation and maintenance to fully promote the black and odorous water treatment project in Pengjiang District.
Concerned about the government’s concern, think for the government’s think. In response to the outstanding problems faced by the river basins included in the “blacklist”, BEWG put forward the overall management idea of “first emergency and then difficulty, highlighting key points”, and promptly promoted the implementation of pollution control works. In only 3 months after commencement, the main construction tasks of three black and smelly rivers were basically completed, and the water quality of the rivers was significantly improved, which quickly and effectively reversed the passive situation of backward water control in Pengjiang District. The progress of the project and the effect of governance have been explicitly praised by the Guangdong Provincial Environmental Protection Supervision Team.
So far, in just six months, BEWG has overcome difficulties and has basically clarified the 3 black and smelly water bodies, and completed the first phase goal ahead of schedule. To promote urban rivers from "blacklist" to "whitelist", BEWG has taken professionalism, responsibility and accountability to help the Pengjiang District Government perform well in the black and smelly water bodies governance.
In order to respond to the call of the Pengjiang District Government and solve the long-term backwardness in the assessment of the Pengjiang District River Chief Office and the difficulties in passing the national examination, BEWG Water Environment Research Institute took the lead in the BEG Jiangmen team to establish a special work for the district committees, offices, towns and streets, design the overall working idea of “mainly intercepting sewage and collecting pipes, supplemented by promoting running water, combining prevention of river water inversion and direct drainage of sewage, joint dispatching of plants and rivers, and hierarchical management of districts, neighborhoods and villages”, and made intermittent patrols for 24 hours a day since Sep 2019. BEWG works with China Railway Shanghai Engineering Bureau and various towns and streets, to survey the river sections within the project's radius and proposed a "one outlet, one policy" rectification plan for the outlets that have a greater impact on water quality, and arrange for specialists to follow up and implement plans. A total of 12 large outlets have been intercepted, and hundreds of small outlets have been plugged and intercepted.
In addition, in just one month, 95 cross-section water samples were tested and more than 200 on-site water samples were tested. Based on this, a water environment scheduling model was quickly built, and multiple scheduling plans were designed through engineering simulation and scheduling; test the water quality of river sections in real time, revise models and dispatch plans, and finally form a stable project management and water system dispatch work plan to guide the development of water control. After the emergency improvement of water quality for nearly a month in October, 14 of the 16 river sections to be improved have been initially improved, effectively achieving the preset goal of eliminating the nonstandard water quality of river sections.
During the national black and smelly water assessment in Nov 2019, BEWG Jiangmen team as a “technical volunteer” for the Pengjiang District Government, actively assisted the Pengjiang District in developing a scientific dispatch plan and accurately implementing the pollution interception works. At the same time, the team worked with group members to assign elite forces to form a working group, to organize officers to patrol the rivers at nighttime, stick to their posts 24 hours a day, and set up dedicated personnel to key discharge outlets, master the discharge laws of various discharge outlets. It’s visible that we have passed the national exam, but it’s invisible that we have worked hard with Pengjiang District and the constructors.
As a major livelihood project in Pengjiang District, its remarkable governance effect has been highly concerned and praised by governments and media at all levels. In addition to this heavy letter of commendation, on 4 Dec 2019, LIN Yingwu, Secretary of the Jiangmen Municipal Party Committee, during his inspection, highly affirmed that act of Pengjiang District to introduce BEWG to improve the professional ability and technical level of black and smelly water treatment. He pointed out that for one year, Pengjiang District has firmly implemented the requirements of the river chief system, and achieved apparent results in the black and smelly water bodies treatment, which has contributed to the completion of the city's yearly goals and tasks against black and smelly water bodies treatment which was affirmed by the Municipal Party Committee. Relevant municipal departments shall summarize Pengjiang District’s experience and practices in the the black and smelly water bodies treatment and promote such experience and practices to other cities (districts).
At the same time, the project also attracted special attention from the local mainstream media. Jiangmen Daily published on the front page LIN Yingwu's inspection of the Pengjiang District Water Environment Comprehensive Treatment Project (Phase I) -- Black and Smelly Water Treatment Works. WeChat accounts such as "Jiangmen Release" and "Pengjiang Release" have reported on the black and smelly water treatment works in Pengjiang District for many times.
A thank-you letter carries the government's recognition and trust in the environmental protector BEWG, and also expresses the green promise of BEWG to the government and the people. BEWG will, as always, actively participate in Jiangmen's water environment management, contribute wisdom to the realization of Jiangmen City's victory in the clear water defense war, and become the government's intimate "think tank".
In recent years, BEWG has paid close attention to the quality of projects, focused on customers, improved the delivery quality and progress, and always adhered to the solemn promise of "government assurance and public satisfaction", and contributed to the spread of the beautiful picture of clear water and green mountains.
