On April 13, the 27th China IE expo (IE expo China 2026) grandly opened at the Shanghai New International Expo Centre. The All-China Environment Federation's Environmental Services Industry Chamber concurrently hosted the "2026 Carbon Neutrality and Green Development Conference" with the theme of "Zero-Carbon Smart Manufacturing · Linking the Future — China's Solution for Green Transformation of Key Industries", directly addressing industry pain points and discussing systematic solutions by building a high-end platform for full ecological linkage of "government-industry-academia-research-finance".
The conference released the "China Environmental Enterprise Low-Carbon Action Achievements". With significant environmental benefits and technological innovation, Yuhang Wastewater Treatment Plant Phase IV and Yinchuan No.1 Reclaimed Water Plant under BEWG were successfully selected, providing replicable and scalable typical solutions for the wastewater treatment industry in pollution reduction, carbon reduction, efficiency enhancement, and quality improvement.
Yuhang Wastewater Treatment Plant Phase IV is located in the core area of Hangzhou Future Sci-Tech City, adopting a fully underground double-layer capped construction model with an above-ground 52,000-square-meter Yushang Ecological Park, achieving deep integration of wastewater treatment facilities and urban green spaces, thoroughly resolving the "NIMBY effect".
The project has built a plant-network-river integrated governance system, with treated water used for ecological replenishment of Yuhangtang River, with an annual replenishment volume of 35 million cubic meters, promoting the improvement of downstream river water quality from worse than Class V to Class III.
In terms of green development, Yuhang Wastewater Treatment Plant integrates multiple carbon reduction technologies including photovoltaic power generation, sewage source heat pumps, biological carbon fixation, and reclaimed water reuse. Photovoltaic power reduces carbon by 61.78 tons annually, water source heat pumps reduce carbon by 373.68 tons annually, and above-ground vegetation fixes approximately 797.5 tons of carbon annually. In 2025, the reclaimed water reuse rate reached 96.7%, and electricity consumption per ton of water was nearly 40% lower than the average of similar MBR process underground wastewater plants. With outstanding low-carbon achievements, the project was rated as one of the first batch of green and low-carbon benchmark wastewater treatment plants by the National Development and Reform Commission and the Ministry of Housing and Urban-Rural Development, becoming a demonstration model for low-carbon, ecological, and smart urban wastewater treatment.
Yinchuan No.1 Reclaimed Water Plant is the first large-scale, high-standard semi-underground reclaimed water plant in Northwest China, with a total investment of 1.5 billion yuan, a designed treatment capacity of 300,000 tons/day, serving a permanent population of over 1 million, with effluent meeting Class IV surface water standards. It is a key project in the Yellow River Basin Ecological Protection and High-Quality Development Pilot Zone.
With process innovation, smart operation, and resource recycling as the core, the project adopts a seven-stage AAO + rapid sedimentation sludge fermentation combined process, reducing carbon source demand and improving treatment efficiency. The water plant has built three major systems: off-peak operation, smart aeration, and intelligent chemical dosing, with comprehensive operational energy consumption saving more than 20% compared to traditional wastewater plants, and annual carbon emission reduction of approximately 2,000 tons.
The project provides over 40 million tons of reclaimed water annually, helping increase Yinchuan City's reclaimed water reuse rate to 58.49%. It has completed multiple energy-saving technical upgrades and technological innovation projects, becoming a model of low-carbon operation and water resource recycling in the arid and semi-arid regions of Northwest China.
From Hangzhou Future Sci-Tech City to the Yellow River Basin Pilot Zone, BEWG has delivered an impressive答卷 of green, low-carbon, and ecological integration with two benchmark water plants. BEWG will continue to use technological innovation as the engine, deeply cultivate water resource recycling and collaborative governance, and contribute to the digital transformation of the water industry and the realization of the "dual carbon" goals.
